Reimi and her family were Yoshikage Kira's very first victims in his life as a serial killer. As a ghost, she haunts a hidden street of Morioh in the hopes of meeting someone willing to help her bring Kira to justice. Having saved an infant Rohan Kishibe from Kira, Rohan takes it upon himself to close this case by finding the killer.
Reimi is an extremely gorgeous 16-year-old girl of average height and petite build, with sympathetic, youthful features and large, light eyes. She has chin-length light-colored hair, kept back with an Alice band. Having slightly dark hair in the manga, Reimi is portrayed as being brown-haired in the colored version of the manga and pink-haired in the anime adaptation.
She wears a choker and a short sleeveless dress with bows at the front. Bands at her upper arms taper in a crisscross pattern at the top of her forearms. She wears platform sandals and pale nail polish.[2] Her outfit is generally portrayed as pink.
As a ghost, she has massive, perpetually fresh knife wounds on her back, as a remnant of her murder. These scars are not actually shown, with the impression that they are too horrific. She is invisible to those without Stands.
Reimi is composed, genial, and caring. She is firm in a voluntary responsibility to bring Kira to justice. Reimi is normally alone with her dog Arnold.
She is shown to be analytical of others as she playfully tells Rohan his "pocky horoscope", a fortune-telling method where she asks Rohan to hold onto the other end of the pocky and then she sees how the pocky breaks. After teasing that he is self-centered and would get dumped by a girl, Rohan retorts with a psychological analysis that based on the color of her pale pink nail polish, she is "afraid of love" and liable to back out of relationships at the "critical stage", to which she responds with innocent concern.
She weeps hurtfully when she implores Rohan and Koichi for their help in finding her killer. She cares deeply for Rohan's well-being, revealing that she bravely saved his life while babysitting him as a toddler, just before her murder. Her concern extends further to everyone in Morioh targeted by Kira, as she is evidently saddened when she sees Shigekiyo Yangu's spirit crossing to the afterlife.
Living as a ghost in the hope of bringing Kira to justice, she ascends to the afterlife in peace after his death. Reimi understandably demonstrates some scorn towards her murderer and stated that she had prepared carefully for his eventual demise, setting Arnold in an ambush position to condemn him into being taken away by the spirits of Ghost Girl's Alley.

History
Background
Reimi Sugimoto was born and raised in Morioh. According to Heaven's Door, she lived in Kotodai neighborhood, Block 3, Section 12. She had her first period at 11 years and 9 months of age and her first kiss was a french kiss.
Reimi the night of her murder
She was the neighbor of Rohan Kishibe when he was four years old. One night, she babysat Rohan at her house while Rohan's parents had urgent matters to attend to, and that night the murderer Yoshikage Kira entered the house to kill her. Woken up by a dripping sound, she found Arnold's corpse and realized her parents were killed, so Reimi saved Rohan by throwing him out of the window while she received a gruesome wound in the back and died.
Remaining as a Ghost bounded to a ghost alley serving as a passage to the afterlife, Reimi and her deceased dog Arnold awaited the day they could find someone who could hear their story and report the murderer to the police before more teenage girls are killed. Over 15 years, Reimi accustomed herself to the alley and its dangers, and also witnessed the spirits of Kira's victims go to heaven.
One day, Reimi finally finds someone with a supernatural ability who can see her: Koichi Hirose and Rohan, who had come back to his native town. The two have accidentally stumbled upon Ghost Girl's Alley thanks to their affinity for spirits and Reimi eventually greets them. However, Rohan then uses Heaven's Door on her and reads her bio, stopping when he gets personal and Koichi tells him to stop. Rohan erases Reimi's recent memory and the three can have a proper introduction. Even though Rohan doesn't remember her, Reimi initially hides her status as a ghost and presents her story as a horror story before finally revealing her true nature. She manages to calm Rohan and Koichi and asks them to signal whoever can help about her killer, showing her horrible wounds and stating that the killer is still operating in Morioh. Koichi and Rohan agree to help. Reimi proceeds to show Koichi and Rohan how to get out of the alley, warning them about the malicious spirits that try to make them turn back. Thankfully, Koichi and Rohan safely get out of the alley with Reimi, who stays posted beside the Owson store.
At one point Reimi sees Shigekiyo Yangu's soul go to heaven after his death by Kira. When the Stand Users in town gather near the Owson, she confirms Shigekiyo's death.
During their search of Kira, Rohan and Koichi enter Ghost Girl's Alley's to get rid of Cheap Trick. The photos Rohan has taken of the commuters are scattered on the ground during this fight and Reimi incidentally makes the connection between Hayato Kawajiri, and the commuter Kosaku Kawajiri. This tips the heroes in the right direction.

After Kira's death, his soul is transported to Ghost Girl's Alley, Reimi confronts her killer and makes him realize that he's a ghost now. She tries to trick him into looking back and be dragged to the afterlife by exposing her wounds. Although Kira guesses her trick because he knows of the alley, Arnold is the one who forces him to look back and be dragged by hundreds of hands. Finally in peace, Reimi ascends to Heaven along with Arnold after a heartfelt goodbye to the Stand users of Morioh.

In the live-action film, Reimi was a source of encouragement for Ryohei Higashikata. She was always cheerful and greeted him. Ryohei was devastated after the mysterious murders of her and her parents, Takashi and Kazuko Sugimoto. He kept a sketchbook with cutouts from a newspaper detailing their deaths and how no clues had been found. Frustrated that he couldn't even protect Reimi, Ryohei smashed his watch he got as an award for his 20th year of service, thinking that he's a failure as a policeman. He made it his goal to catch her murderer with his own hands and desperately wanted to protect Morioh.
In the light novel JORGE JOESTAR, an iteration of Reimi appears in the 37th universe. However, she is actually an autonomous Stand belonging to Penelope de la Rosa.
In the original universe, George Joestar's body disappears after his battle with Antonio Torres. Tsukumojuku Kato had teleported George several eons later into the 37th universe in the year 2012 in order to save him from dying.[4] Penelope becomes desperate after George's presumed death and unconsciously awakens an automatic sentient Stand named Cube House which has the sole purpose of finding George in the 37th universe.[5]
Cube House is a materialized tesseract made of eight square rooms that allow its occupant to move indefinitely in any direction. Falling vertically through four doors in the center of Cube House allows one to travel through time. The house itself is controlled by a manager, which is Reimi.
Reimi appears exactly like her original universe counterpart and has similar personality traits. She supposedly manifests at Nishi Akatsuki in Fukui Prefecture, which is the hometown of Jorge Joestar (Universe 37). She and Cube House then moved to Morioh in 2004, waiting for George to reach there. At some point, Reimi was asked by someone to protect four Arrows. She accidentally stabs herself with them in 2007 and develops a Wound, transforming Cube House into Arrow Cross House.[5] Reimi could manipulate the house's walls and seal people beneath the building in a state between life and death for either her own safety or their protection.
However, Reimi loses her memories after becoming Arrow Cross House. When Rohan Kishibe purchases the house, he lets Reimi stay there, unknowing that she would not be able to leave the house anyway as she is a part of it. She becomes friends with Rohan, Koji Hirose, Muryotaisu Nijimura, and Fukashigi Nijimura. Later, she also becomes friends with Detective Jorge (Universe 37) after Rohan enables him to see Stands with Heaven's Door.
George manages to trigger her memories by mentioning the term Wound. The Arrows violently eject from Reimi's body and she gets her memories back, causing Arrow Cross House to revert back into Cube House.[5]
After the final battle against Dio Brando, Reimi meets with Penelope for the first time as Penelope decides to live in Nishi Akatsuki.[6]

Reimi guides the player through the Story Mode menu. She also appears on the Morioh stage, as part of the Situation Finish. When the defeated character lands in the Ghost Girl's Alley, she tells them that it is time for their judgment.
The story she tells about the night of her death bears a similarity to the "The Licked Hand" urban legend, in which the protagonist also finds her dog hanging in a closet with its throat slashed.
