Rohan Kishibe (岸辺 露伴, Kishibe Rohan) was confirmed to return for All-Star Battle R during the game's initial announcement trailer.[1]
His moveset is fundamentally the same as his from All-Star Battle, with a few tweaks being made to both balance the character and fit him into the overall gameplay tweaks that All-Star Battle brought.
Replacing Rohan's previous voice actor, Hiroshi Kamiya, is Takahiro Sakurai, who has voiced him since the Diamond is Unbreakable anime adaptation. Because of this, and like the majority of the game's roster, voicelines for Rohan were either added or re-recorded.
Rohan has 1000 health and uses the Stand (スタンド, Sutando) Battle Style, fighting foes with Heaven's Door. During a fight, he can use various moves from his appearance in Diamond is Unbreakable.
Switches between User Mode and Stand Mode. Doing so summons or dismisses Heaven's Door, changing the skills Rohan has access to.
Safety Lock

In place of standard User Mode normal attacks, Rohan rapidly draws Pink Dark Boy's silhouette in the air with his finger. The drawing's completeness is determined by the attack button inputted.
If the opponent touches the drawing, their normal attacks are sealed; The normal attacks sealed corresponds directly to the attack button inputted to produce this move, sealing the opponent's standing, crouching, and jumping versions all at once for approximately 7 seconds. An icon will appear under their portrait to show which attack button is sealed and will disappear once the effect wears off. If they attempt to use the locked normal, they will be forced into a brief stunned animation, leaving them momentarily vulnerable. If Rohan is hit, the sealed effect will be ended early. Only one strength of normal can be sealed at a time, meaning that if Rohan lands multiple of these attacks, the previous seal will be overwritten.
The crouching variant will cause a soft knockdown on hit while the crouching variant will launch the opponent.
Safety Locks will not trigger counters and cannot be counter attacked. However, Rohan cannot chain the Safety Locks together via the Chain Beat system as other characters would, and they will not negate projectiles. (Flash Cancel comboable)

A special ability. If the opponent has successfully taunted Rohan while he's down, the next time he taunts them while they're down in kind will grant him a bonus amount of Heart Heat. During that taunt, Rohan's set voice line will be replaced.

Rohan, multiple paintbrushes in-between his fingers, moves forward and swings upward to produce a black stroke in the air, knocking the opponent off their feet and onto the ground. The distance Rohan moves and the number of hits, and therefore damage dealt, increases in order, but the greater the increase, the more vulnerable Rohan becomes. This move functions as a reversal and anti-air, providing Rohan with invulnerability on activation. (Flash Cancel comboable)

Heaven's Door follows up by quickly writing "I will fly backwards at 70km/h" into the opponent, dealing damage and sending them flying. If they hit the stage wall, they will bounce off of it, leaving a small window in which they can be comboed. If they don't, they will suffer a hard knockdown. With a swift movement of his hand, Rohan sends Heaven's Door forward to attack. If it hits, Heaven's Door strikes the opponent to turn a section of their face into 'material'. Rohan smiles as he quickly reaches out, rips a page out, and tauntingly guffaws as they fall over.
This HHA seals all of the opponent's special skills, leaving them with just their normal attacks for five seconds. If Rohan hits the opponent with "Safety Lock" while this sealed effect is active, it will not override the HHA's sealed effect and will not seal their normal attack. If they manage to hit Rohan, the sealed effect will be undone.

Heaven's Door

Rohan draws Heaven's Door to call it forth and fly a distance forward to strike. If it hits the opponent, it will knock them into a sitting position on the ground, before their entire face turns into a book and opens. Rohan walks up to the vulnerable opponent, inspects their pages, pulls out a paint brush, and begins writing on the material to generate a safety lock. As the lock completes, it shows that he's written "Cannot attack Rohan Kishibe." in the margins. Rohan finishes the attack by forcefully palming the opponent's face closed and sending them flying.
While this GHA's damage is low relative to the other GHAs in the game, Rohan's GHA completely seals all of the opponent's normal attacks, skills, moves, and abilities pertaining to their Style. They can still summon/dismiss their stand or mount/dismount their horse if they have one, though this does not allow them to attack. However, assists are not locked. This means that the opponent is forced to defend themselves for five counts of the battle timer with no possible way to attack or directly damage Rohan.

A three-stock assist. Rohan lands in and quickly draws Pink Dark Boy's complete silhouette in the air with his finger. If the opponent is hit by the drawing, their Heavy () normals will be locked for a period of time. Rohan then poses before jumping back off-screen. If the opponent hits the player character, the effect will be canceled early.

Reversal Assist (リバーサルアシスト, Ribāsaru Ashisuto)
ON GROUND
A one-stock assist. Rohan jumps into the opponent, knocking them away as he attacks downward with his palm. He then dismisses his Stand and poses before jumping back off-screen.
When using the crouching version, all variants are now Lows instead of Highs, granting Rohan a little more mix-up potential than he possessed in All-Star Battle. When using the aerial version, Rohan's momentum is no longer stopped while he is drawing. Furthermore, the crouching variant will cause a soft knockdown while the crouching variant launches the opponent into the air now. Additionally, this attack can no longer hit downed opponents.

Rohan's theme is Pink Dark Boy (ピンクダークの少年, Pinku Dāku no Shōnen), and can be unlocked in-game by landing the "This is the end!" skill as Diavolo in All-Star Battle Mode's Diavolo vs Rohan Extra Battle.
Its name is taken from the name of Rohan's manga, Pink Dark Boy.
An antagonist-turned-ally from Part 4: Diamond is Unbreakable. He is the user of the StandHeaven's Door. A popular manga artist from Morioh whose acclaimed Pink Dark Boy series has been serialized since he was sixteen. His sole focus is manga, and he'll do anything to make his stories more interesting. Koichi Hirose describes him as a "gray person."
