All-Star Battle R ★ Foo Fighters
Foo Fighters (フー・ファイターズ Fū Faitāzu), also referred to as F.F. (
Having neither previously appeared in All-Star Battle nor Eyes of Heaven as a playable character, she has an original moveset based on her appearance in Stone Ocean.
As F.F.'s voice actor from the Stone Ocean anime, Mariya Ise reprises her role in All-Star Battle R.
Gameplay
F.F. has 950 health and uses the Stand (スタンド Sutando) Battle Style. However, unlike what is typical of characters with this Style, she does not summon or dismiss Foo Fighters. Instead, F.F. utilizes a "Move like F.F." system that allows her to chain various skills into each other.

F.F. stabs downward while airborne, hitting up to two times.
Attack type: Middle
Damage: 12 + 25 (37)

F.F. quickly chugs water from a cup, replenishing all her Plankton. However, she is briefly vulnerable to being interrupted if struck, negating the ability.

F.F. performs a fast evasive flip, either forwards or backwards. During the forwards variation, F.F. has brief strike-invulnerability while flipping, and can even pass through the opponent to their other side. During the backwards variation, F.F. has brief invulnerability while flipping, and can damage and knock the opponent upwards via kicking them, functioning as a reversal attack and launcher.
This is a command dodge that can chain into F.F.'s skills, including those in the "Move like F.F." system.
F.F. possesses the unique ability to seamlessly chain and combine any of her skills marked with a star (☆), consuming Plankton from her Plankton Icon. When chaining skills into each other, F.F. sheds and leaves behind a visible splash plankton from her body. This allows her to rapidly string attacks together in quick succession while she has Plankton available. F.F. may alternate between skills but she cannot chain the same skill into itself.
Above F.F.'s Heart Heat Gauge are five Plankton Icons, showing how many uses of the "Move like F.F." system she has left. Performing "I've overcome my weakness." or fully completing her HHA successfully replenishes her Plankton.
This mode is automatically activated once F.F falls bellow 30% health. It increases her attack power, as well as the rate at which the Heart Heat Gauge rises, while also decreasing the rate at which the Guard Guage drops.

(During other ☆ skill)

F.F. takes aim with her finger gun and fires a plankton shot that travels at high speeds (Flash Cancel comboable). The attack button inputted determines the projectile's speed and how fast F.F. recovers, inversely affecting the skill's start-up length. The attack can be charged, resulting in a much larger projectile being fired that deals more damage, leaves the opponent crumpling, and will instantly Guardbreak them if they attempt to block it. (Comboable)
This skill is part of the "Move like F.F." system and can chain into or from other skills like it, consuming Plankton.
Attack type: High
Damage: 35 (normal) / 40 (charged)

(During other ☆ skill)

F.F. drops to the ground and fires a low-flying plankton shot that hits as a low attack that cannot be blocked standing (Flash Cancel comboable).
Attack type: Low
Damage: 35 (normal) / 40 (charged)

(During other ☆ skill)

F.F. performs a great overhead leap while rapidly firing multiple plankton shots downwards. The attack can be performed in mid-air, and can also hit a downed opponent. The attack button inputted determines how far F.F. travels, but inversely affects F.F.'s recovery speed afterward.
This skill is part of the "Move like F.F." system and can chain into or from other skills like it, consuming Plankton.
Attack type: Middle
Damage: 60 (20 per shot hit)

This skill can only be utilized during the "Move like F.F." system. Consuming Plankton, F.F. performs a fast evasive flip, either forwards or backwards, then fires a plankton shot that travels at high speeds (Flash Cancel comboable). The attack button inputted determines F.F.'s speed and distance covered during the flip.
During the forwards variation, she has brief strike-invulnerability while flipping, and can even pass through the opponent to their other side.
During the backwards variation, F.F. has brief invulnerability while flipping, and can damage and knock the opponent upwards via kicking them, functioning as a reversal attack and launcher. (Flash Cancel comboable)
The F.F. Shot fired can be charged, resulting in a much larger projectile being fired that deals more damage, leaves the opponent crumpling, and will instantly Guardbreak them if they attempt to block it. (Comboable)
Attack type: High
Damage: 35 (shot) / 19 (flip)

F.F. unleashes a barrage of punches aimed slightly upward, sending the opponent flying on the final hit. This skill functions as an anti-air. This attack deals significant Guard damage. The attack button inputted affects the hit count and damage of the attack, but inversely affects F.F.'s recovery afterward. (Flash Cancel comboable)
If specifically the Heavy () version connects, it launches the opponent upwards in such a way that F.F. can immediately Flash Cancel and follow up with her GHA, with strict timing.
Attack type: High
Damage: 62 /
88 /
114

While in mid-air, F.F. fires multiple plankton shots in quick succession. The attack button inputted determines F.F.'s aim and the number of shots fired:
- Light (
): F.F. fires three shots straight forward, allowing her to challenge an opponent also in the air.
- Medium (
): F.F. fires four shots at a diagonally downwards angle.
- Heavy (
): F.F. fires five shots sharply downward, almost underneath herself.
Attack type: High
Damage: 60 /
80 /
100 (20 per shot)

F.F. shoves the opponent and delivers a spinning high kick that then swings into a backwards kick to knock them away.
Attack type: Throw
Damage: 110

Pulling out a radio, F.F. calls for Weather Report to conjure localized rainclouds over her head as she momentarily rests. This instantly restores a small amount of health. If F.F. is allowed to sit in the rain for long enough, all her Plankton are replenished as well. However, she's unable to act during this process for a few seconds, and may be vulnerable to being interrupted by the opponent.

F.F., aiming carefully, fires a focused plankton shot. The bullet has very high priority, and will defeat most other opposing projectiles. If it lands, the opponent is knocked off-balance as a lesser copy of her Stand form appears from the ground and grabs them, holding them in place. F.F. takes the opportunity to fire another shot directly into their mouth. The opponent is momentarily confused just before the plankton begin rapidly attacking them from the inside, slowly carrying them into the air. F.F. turns around and confidently poses just as the assault finishes with a forceful internal burst.
This GHA has a considerably longer start-up than average, requiring more effort such as a launching attack, Guardbreak, or Assault Assist to reliably connect with it.
Before the game's release, this GHA's name was localized as "I'm certainly more sapient than you!"
Attack type: High
Damage: 390 / 468 / 585 (depending on HH gauge)
A two-stock assist. F.F. appears and performs a great overhead leap while rapidly firing multiple plankton shots downwards. The attack can also hit a downed opponent.
Attack type: Middle
Damage: 60 (20 per shot)
A two-stock assist. F.F. jumps into the enemy, punching them and knocking them back. She then poses before jumping back off-screen.

F.F.'s theme is This Is Intelligence (これが「知性」なんだ Kore ga 'Chisei' Nanda), and can be unlocked in-game by landing a Great Heat Attack in the All-Star Battle Mode's Foo Fighters vs Enrico Pucci Normal Battle.
Its name is in reference to F.F. thinking the exact line "This is [my] intellect." in Chapter 85 of Stone Ocean when resolving to shoot herself so she can complete her goal of killing D an G and escaping Enrico Pucci.
