Foo Fighters (フー・ファイターズ, Fū Faitāzu), also referred to as F.F. (F・F, Efu Efu), makes her playable debut in All-Star Battle R. She was confirmed as a playable character alongside Yukako Yamagishi and Jotaro Kujo (Part 4) during the game's Part 4, 6, & 8 Reveal Trailer. F.F. was one of the four characters playable in the game's second Early Access Demo alongside Jotaro Kujo, Jolyne Cujoh, and Ermes Costello. She was also 1 of 15 playable characters during the Evo 2022 Demo on August 5.

Having neither previously appeared in All-Star Battle nor Eyes of Heaven as a playable character, she has an original moveset based on her appearance in Stone Ocean.

In the English version of All-Star Battle R, Foo Fighters's full name is localized as "F.F.", her nickname and the same name used in the original All-Star Battle.

As F.F.'s voice actor in the Stone Ocean anime, Mariya Ise reprises her role in this game as well.

Gameplay

Foo Fighters can be classified as a mid-ranged zoner archetype. However, much like the character herself, her playstyle is unique.

True to a zoner playstyle, F.F.'s main form of offense come in the form of her projectiles. "F.F. Shot" is a traditional forward-launching plankton bullet, with "I've got this!" being a low-hitting variant and "I'll blow your head off your shoulders!" an aerial variant in the form of multiple lesser shots with variable trajectory. The other commands that classify her as a mid-ranged zoner are her "Emergency Evade" and "I've made it" abilities, which both assist in evasion. The former lets F.F. close or create distance with ease, whilst also having the ability to deal damage at close range, and by extension use it in combos. The latter ability is a forward leap that also fires projectiles, a peculiar skill that lets her get closer while dealing damage at the same time, and offers a form of high-low mix-up when the low-hitting "I've got this!" skill is considered as well. With a close-ranged anti-air coupled into her skillset, F.F. is a character than can effectively battle at range whilst also being able to handle herself in skirmishes against powerful close-ranged fighters.

What makes Foo Fighters truly unique, however, is her "Move like F.F." mechanic: An exclusive passive that allows her to chain together certain command skills into each other. With this power, F.F. can unleash a low projectile right after a high one, perform leaping shots right after firing a low projectile, and have access to another strong projectile and mobility command. This versatile power comes at the cost of expending one of her Plankton resources after each successful chain, with only five Plankton for consumption. Those playing F.F. must manage her resource and decide when best to chain commands and when to converse Plankton, requiring a baseline degree of skill and awareness to utilize her effectively. Whilst she is able to replenish Plankton, the means of doing so put her in a vulnerable state and thus are risky if done inopportunely.

Sporting just-below average health as well, Foo Fighters is slightly vulnerable than other characters, only making up for this fact with her HHA; it restores some HP, fully replenishes her Plankton, and greatly empowers the next "F.F. Shot" she performs. With this HHA being a utility super rather than one that deals damage directly, this also means F.F. lacks a powerful move in her arsenal to easily finish her combos with.

Also feeding into F.F.'s lack of consistent high damage is her GHA. While it notably sports the highest damage of any non-counter GHA in the game, it also has a negative to offset its raw strength: A dangerously lengthy start-up period before firing. This drawback makes it incredibly easy for her opponent to Dodge and punish accordingly, and also makes the methods that she may combo into it highly limited. As a result, the most reliable ways to properly use it are after a Guardbreak or in tandem with certain Assault Assists. Considering that both her HHA and GHA do not directly supplement her combos due to these factors, F.F. must rely on a base skillset and advanced combos to deliver greater damage.

Despite her notable downsides (including Dodging being a consistent nuisance to most zoner characters), Foo Fighters is still a powerful combatant. Her unique take on zoning mixed with agile melee and close-ranged powers, added with the unique ability of chaining skills together help to make up the difference. Although she requires a higher degree of familiarity and control compared to most characters, when played properly she becomes a very evasive, dynamic, and high-octane fighter that gives her opponent scarce chances to defend or approach from most ranges.

F.F. quickly chugs water from a cup, replenishing all of her Plankton. However, she is briefly vulnerable to being interrupted if struck, negating the ability.

F.F. performs a fast evasive flip, either forwards or backwards. During the forwards variation, F.F. has brief strike-invulnerability while flipping, and can even pass through the opponent to their other side. During the backwards variation, F.F. has brief invulnerability while flipping, and can damage and knock the opponent upwards via kicking them, functioning as a reversal attack and launcher.
This is a command dodge that can chain into F.F.'s skills, including those in the "Move like F.F." system.

Move like F.F. (Ｆ・Ｆらしい動き)

Passive

F.F. possesses the unique ability to seamlessly chain and combine any of her skills marked with a star (☆), consuming Plankton from her Plankton Icon. When chaining skills into each other, F.F. sheds and leaves behind a visible splash plankton from her body. This allows her to rapidly string attacks together in quick succession while she has Plankton available. F.F. may alternate between skills but she cannot chain the same skill into itself.

Above F.F.'s Heart Heat Gauge are five Plankton Icons, showing how many uses of the "Move like F.F." system she has left. Performing "I've overcome my weakness." or fully completing her HHA successfully replenishes her Plankton.

Rumble Mode (ゴゴゴモード)

Activates below 30% health

This mode is automatically activated once F.F falls below 30% health. It increases her attack power, as well as the rate at which the Heart Heat Gauge rises, while also decreasing the rate at which the Guard Gauge drops.

If specifically the Heavy () version connects, it launches the opponent upwards in such a way that F.F. can immediately Flash Cancel and follow up with her GHA, with strict timing.

Pulling out a radio, F.F. calls for Weather Report to conjure localized rainclouds over her head as she momentarily rests. This instantly restores a small amount of health. If F.F. is allowed to sit in the rain for long enough, all her Plankton are replenished as well. However, she's unable to act during this process for a few seconds, and may be vulnerable to being interrupted by the opponent.

In addition to healing F.F., using this HHA will also enhance the next use of "F.F. Shot", indicated by the Plankton Icon flashing blue. This increases the plankton shot's damage, speed, and priority; Upon connecting, the opponent is attacked from the inside by plankton, receiving multiple hits and knocking them off their feet.

F.F., aiming carefully, fires a focused plankton shot. The bullet has very high priority, and will defeat most other opposing projectiles. If it lands, the opponent is knocked off-balance as a lesser copy of her Stand form appears from the ground and grabs them, holding them in place. F.F. takes the opportunity to fire another shot directly into their mouth. The opponent is momentarily confused just before the plankton begin rapidly attacking them from the inside, slowly carrying them into the air. F.F. turns around and confidently poses just as the assault finishes with a forceful internal burst.
This GHA has a considerably longer start-up than average, requiring more effort such as a launching attack, Guard Break, or Assault Assist to reliably connect with it.

Before the game's release, this GHA's name was localized as "I'm certainly more sapient than you!".

F.F.'s theme is This Is Intelligence (これが「知性」なんだ, Kore ga 'Chisei' Nanda), and can be unlocked in-game by landing a Great Heat Attack in All-Star Battle Mode's Foo Fighters vs. Enrico Pucci Normal Battle.

Its name is taken from a line F.F. thinks to herself just before sacrificing Atroe's body in Chapter 85 of Stone Ocean.

F.F.'s unused costume

• Hidden in the game's files since ASBR's release is an unused costume for Foo Fighters that references the cover of SO Volume 4. The kanji on her Tint B (仮 meaning tentative) suggests that at least the tint is not finalized. It is unknown if this costume will ever be officially released.
