Weather Report (ウェザー・リポート, Wezā Ripōto) was announced for the game alongside Enrico Pucci (Final) and the Kennedy Space Center stage on November 25, 2022. He released on December 1st, 2022, as a free character along with the v1.4.0 update to coincide with the release of the final set of episodes for the Stone Ocean anime.

His moveset is similar to that of his Eyes of Heaven appearance, with modifications and new aspects added to better fit him in with All-Star Battle R's different style of gameplay.

In the English localization of All-Star Battle R, Weather Report and his Stand's name are both localized as "Weather Forecast", carried on from its first official usage in All-Star Battle.

Having voiced Weather Report in the Stone Ocean anime adaptation, Yuichiro Umehara reprises his role in this game. As Yuichiro Umehara replaces Weather Report's Eyes of Heaven voice actor, Toru Okawa, voicelines for Weather Report were added and re-recorded.

Gameplay

Weather Report has 900 health and uses the Stand (スタンド, Sutando) Battle Style, fighting foes with Weather Report. During battle, he can use a variety of abilities that were featured during the course of Stone Ocean.

Expending a stock of Heart Heat, Weather generates dark, stormy clouds around himself. This ability is on a set timer, and will end when the stock is used up. While active, several effects are granted:

• Weather will passively reflect non-HHA/GHA projectiles back at his opponent.
• The opponent will be burned and ignite if they strike Weather with a melee attack while in close-range, causing them to lose health at a gradual rate.
• Weather's normal attacks, "You can't get away from me!" command normal, "Don't you dare touch me! I'll kill you!", and "I'm blowing in!" are augmented with lightning power for additional damage and hits. Using any heavy normal attack will change its property, causing either a crumple, groundbounce, or launching the opponent depending on the attack.

This ability will end prematurely if Weather executes his GHA, or if he's Thrown by the opponent.

• Currently, a bug exists where the projectile-reflecting properties of "Weather Report" fail to trigger, allowing projectiles to strike Weather even while active.

ON GROUND WHEN DOWNED

Expending a stock of Heart Heat, Weather Report summons his Stand to generate a vacuuming air current to pull the opponent in close, knocking them into the air towards him. This attack deals no damage, but has infinite range, will lift even a downed opponent off the ground, and gives Weather a generous opening to attack. This move can be 'blocked' and its launch effect negated, but the vacuum effect cannot be nullified, granting Weather the advantage as he recovers first. (Comboable)

In earlier versions of the game, this special was erroneously unblockable despite the in-game description and Practice Mode's Attack Type Display listing the attack as simply hitting High.

Rumble Mode (ゴゴゴモード, Gogogo Mōdo)

Activates when under 30% health

This mode is automatically activated once Weather falls below 30% health. It increases his attack power, as well as the rate at which the Heart Heat Gauge rises, while also decreasing the rate at which the Guard Gauge drops.

Weather casts forth a miniature tornado as a projectile. The density, damage, and effect of the tornado is determined by the attack button inputted, inversely affecting Weather's recovery speed. (Flash Cancel comboable)

• Light : The tornado travels a short distance, and staggers the opponent upon connecting. It can withstand collision with one opposing projectile before being destroyed.
• Medium : The tornado travels a moderate distance, and knocks the opponent off their feet upon connecting. It can withstand collision with up to two opposing projectiles before being destroyed.
• Heavy : The tornado travels a long distance, and launches the opponent high into the air upon connecting. It can withstand collision with up to three opposing projectiles before being destroyed.

The amount of blood drops thrown and their range is determined by the attack button inputted, inversely affecting Weather's recovery speed. The small pool(s) of blood created by Weather freeze into sharp spikes that linger for a few seconds before shattering. If the opponent makes contact, they'll take damage and be left crumpling, vulnerable to attack. (Comboable)

Manipulating wind currents, Weather and his Stand rapidly rush in a direction, tackling the opponent and launching them upon making contact. The attack button inputted determines the direction of the attack. During the skill, an attack button can be pressed again for Weather to charge a second time, offering multiple combinations of rush attack directions. However, this skill cannot be performed during a backwards jump.

• Light : Weather rushes straight forward. (Flash Cancel comboable while grounded)
• Medium : Weather rushes at a diagonally upwards angle. If performed in the air, he will instead rush at a diagonally downwards angle in a middle attack.
• Heavy : Weather rushes directly upwards not unlike a Super Jump, and will strike the opponent twice. If performed in the air, he will instead rush directly downward towards the ground in a middle attack that bounces the opponent off the ground. (Comboable)

Weather interrupts his attack and movement by pressurizing the wind and unleashing a potent burst of air around himself, sending the opponent flying on-hit, before falling straight down. This attack can also strike a downed opponent.

Weather uses his Stand to summon a rain of poisonous frogs in a localized area in front of him. The frogs inflict the opponent with poison, temporarily turning their stamina bar purple as they suffer a gradual loss of health. The distance forward the attack initiates is affected by the attack button inputted, inversely affecting Weather's recovery speed. This is a Stand Rush skill that Weather can disconnect from to freely act while it is executing. (Comboable)

The Devil's Rainbow! It's Heavy Weather!

Cursing his own existence, Weather Report temporarily reverts back into Heavy Weather before casting a series of three small rainbow clouds forward. If struck by the rainbows, the opponent is temporarily transformed into snail. They are left unable to do anything other than slither at a slow speed forward or backward, and Dodge, meaning they are utterly helpless and vulnerable. However, they gain passive super armor while moving, making it difficult for Weather to launch or juggle them into the air.

A gauge above Weather Report's Heart Heat Gauge displays how long the transformation lasts, and rapidly depletes while the opponent is a snail. A small amount is also depleted as Weather deals damage to them, proportional to damage dealt, hastening their recovery. If Weather strikes the opponent with a Throw or his GHA, they will revert prematurely.

The only character known to be immune to Weather's HHA is Wamuu after his "I shall see the wind!" special has been activated, due to his self-inflicted blindness.

Cloud Suit

Invoking his Stand, Weather conjures a massive stationary tornado in front of himself. If the opponent is caught, they are launched upward as Weather activates his Stand's cloud suit. He begins using oxygen to jet himself forward to catch the opponent and spear them back into the air. He then starts tackling them while flying past multiple times, juggling them in the process, before landing and separating from his Stand. Getting up and looking away, he ends the attack by summoning a large storm cloud to smite his opponent with bright, powerful lightning before they can hit the ground.

A two-stock assist. Weather lands in and flings his blood as two arcing projectiles. After a short amount of time, the blood pools freeze into sharp spikes that linger for a few seconds before shattering. If the opponent makes contact, they'll take damage and be left crumpling, vulnerable to attack.

Reversal Assist (リバーサルアシスト, Ribāsaru Ashisuto)

Weather's theme is Torrential Downpour Warning (集中豪雨警報発令, Shūchū Gōu Keihō Hatsurei), and can be unlocked in-game by landing the "Torrential Downpour Warning" skill in All-Star Battle Mode's Weather Report vs Enrico Pucci (Final) Normal Battle.

Weather's Theme

Its name is taken from the story arc in Stone Ocean where Weather Report demonstrates his ability to rain frogs from the sky in an attempt to save Jolyne Cujoh, Torrential Downpour Warning.
