Foo Fighters (フー・ファイターズ, Fū Faitāzu), also referred to as F.F. (F・F, Efu Efu), makes her playable debut in All-Star Battle R. She was confirmed as a playable character alongside Yukako Yamagishi and Jotaro Kujo (Part 4) during the game's Part 4, 6, & 8 Reveal Trailer.[1] F.F. was one of the four characters playable in the game's second Early Access Demo alongside Jotaro Kujo, Jolyne Cujoh, and Ermes Costello. She was also 1 of 15 playable characters during the Evo 2022 Demo on August 5.[3]
Having neither previously appeared in All-Star Battle nor Eyes of Heaven as a playable character, she has an original moveset based on her appearance in Stone Ocean.
F.F. has 950 health and uses the Stand (スタンド, Sutando) Battle Style. However, unlike what is typical of characters with this Style, she does not summon or dismiss Foo Fighters. Instead, F.F. utilizes a "Move like F.F." system that allows her to chain various skills into each other.

F.F. quickly chugs water from a cup, replenishing all her Plankton. However, she is briefly vulnerable to being interrupted if struck, negating the ability.

F.F. performs a fast evasive flip, either forwards or backwards. During the forwards variation, F.F. has brief strike-invulnerability while flipping, and can even pass through the opponent to their other side. During the backwards variation, F.F. has brief invulnerability while flipping, and can damage and knock the opponent upwards via kicking them, functioning as a reversal attack and launcher. This is a command dodge that can chain into F.F.'s skills, including those in the "Move like F.F." system.

F.F. possesses the unique ability to seamlessly chain and combine any of her skills marked with a star (☆), consuming Plankton from her Plankton Icon. When chaining skills into each other, F.F. sheds and leaves behind a visible splash plankton from her body. This allows her to rapidly string attacks together in quick succession while she has Plankton available. F.F. may alternate between skills but she cannot chain the same skill into itself.

This mode is automatically activated once F.F falls below 30% health. It increases her attack power, as well as the rate at which the Heart Heat Gauge rises, while also decreasing the rate at which the Guard Gauge drops.

F.F. unleashes a barrage of punches aimed slightly upward, sending the opponent flying on the final hit. This skill functions as an anti-air. This attack deals significant Guard damage. Pulling out a radio, F.F. calls for Weather Report to conjure localized rainclouds over her head as she momentarily rests. This instantly restores a small amount of health. If F.F. is allowed to sit in the rain for long enough, all her Plankton are replenished as well. However, she's unable to act during this process for a few seconds, and may be vulnerable to being interrupted by the opponent.
In addition to healing F.F., using this HHA will also enhance the next use of "F.F. Shot", indicated by her Plankton Icon flashing blue. This increases the plankton shot's damage, speed, and priority, while making it deal multiple hits and launch the opponent.

F.F., aiming carefully, fires a focused plankton shot. The bullet has very high priority, and will defeat most other opposing projectiles. If it lands, the opponent is knocked off-balance as a lesser copy of her Stand form appears from the ground and grabs them, holding them in place. F.F. takes the opportunity to fire another shot directly into their mouth. The opponent is momentarily confused just before the plankton begin rapidly attacking them from the inside, slowly carrying them into the air. F.F. turns around and confidently poses just as the assault finishes with a forceful internal burst. This GHA has a considerably longer start-up than average, requiring more effort such as a launching attack, Guardbreak, or Assault Assist to reliably connect with it.
Before the game's release, this GHA's name was localized as "I'm certainly more sapient than you!"

F.F.'s theme is This Is Intelligence (これが「知性」なんだ, Kore ga 'Chisei' Nanda), and can be unlocked in-game by landing a Great Heat Attack in All-Star Battle Mode's Foo Fighters vs Enrico Pucci Normal Battle.
Its name is in reference to F.F. thinking the exact line "This is [my] intellect." in Chapter 85 of Stone Ocean when resolving to shoot herself so she can complete her goal of killing D an G and escaping Enrico Pucci.
An ally in Part 6: Stone Ocean. She is a unique creature created when Enrico Pucci inserted a StandDISC into a group of plankton. Her full name is Foo Fighters. She requires water to live.

F.F.'s unused costume
Hidden in the game's files since ASBR's release is an unused costume for Foo Fighters that references the cover of SO Volume 4. The kanji on her Tint B (仮 meaning tentative) suggests that at least the tint is not finalized. It is unknown if this costume will ever be officially released.
