Will A. Zeppeli (ウィル・A・ツェペリ, Wiru Antonio Tseperi) was confirmed for All-Star Battle R in the game's initial announcement trailer.[1]
His moveset is fundamentally the same as his from All-Star Battle, with a few tweaks being made to both balance the character and fit him into the overall gameplay changes that All-Star Battle R brought.
Zeppeli's voice actor, Yoku Shioya, reprises his role from the Phantom Blood anime and the original All-Star Battle. As with the majority of the game's roster, voice lines for Zeppeli were either added or re-recorded.
Zeppeli has 950 health and uses the Ripple (波紋, Hamon) Battle Style, which allows him to use the "Ripple Breathing" special to charge his Heart Heat Gauge. He can also draw from his Heart Heat Gauge in order to perform Ripple-enhanced versions of his various skills, increasing their power and utility.

There are 5 different poses Zeppeli can strike while using this technique, all being the same as his Stylish Evade poses.
Spirit Ripple Overdrive (生命磁気への波紋疾走)
+ (Hold for distance at the cost of HH Gauge) IN AIR OK
Zeppeli creates a glider out of foliage to glide upon. It uses 0.1 bars of the Heart Heat Gauge on activation, and will gradually drain it further the longer is held, allowing Zeppeli to glide for longer. This move can be cancelled at any time to lead into other moves.
Low Contact Ripple Guard (当たる面積を最小にして波紋防御)
+ (Hold for duration at the cost of HH Gauge) IN AIR OK
Zeppeli performs this special defensive move in mid-air. It uses 0.1 bars of the Heart Heat Gauge on activation, and holding will keep Zeppeli defending for longer while gradually draining the Heart Heat Gauge. This technique guards unblockable attacks and renders guard breaks ineffective. It can be cancelled at any time to lead into other moves.
Zoom Punch (ズームパンチ)

Zeppeli hyperextends his arm to punch forward, temporarily dislocating it.

After quickly pressing //, press // ON GROUND
Zeppeli quickly jumps high into the air from a seated position, being able to move left, right or straight up.
Rumble Mode (ゴゴゴモード)
Activates below 30% health
Increases Zeppeli's attack damage by 5%, as well as the rate at which the Heart Heat Gauge rises, while also decreasing the rate at which the Guard Gauge drops.

Ripple Cutter (波紋カッター)

Zeppeli shoots 3 sharp discs of wine from his mouth, spinning forward a moderate distance before disappearing if not hitting an opponent first. The damage of each projectile increases in order. It can also be fired at a downward angle when fired in mid-air. Using the Ripple variant increases the range, and although each disc does less damage, they each hit twice, dealing more overall, as well as doing Ripple damage.
Zeppeli leaps forward with his knee, briefly sending opponents flying if it makes contact. The distance and height that Zeppeli leaps increases in order, as do the number of hits. The Ripple variant also deals Ripple damage. If the opponent guards against this attack, Zeppeli will rebound backwards, landing a distance away from them. This rebound can then be canceled into either "Spirit Ripple Overdrive" or "Low Contact Ripple Guard".
Zeppeli jabs forward with his fist, grabbing and infusing the opponent with Ripple before sending them flying a short distance. The number of hits and the distance which the opponent is sent flying increases in order. The Ripple variation has a slightly longer reach and stuns and downs the opponent rather than knocking them back. Note that only the version does Ripple damage.
Zeppeli jumps into the air and spins diagonally down and forward. When landing, he spins another time, sending hit opponents into the air. The distance of which Zeppeli jumps and the number of hits dealt increases in order. The Ripple variation also deals damage on the initial jump, meaning it can fully hit most opponents right in front of Zeppeli, unliked the version. This version only has similar range to the version, however. Furthermore, this variation deals Ripple damage.
Using this move in the air eliminates the initial jump, and Zeppeli instead spirals from where he currently is. This move can also be used to hit downed opponents, although only the final leg sweep can connect.
Zeppeli slides across the floor a short distance, tripping hit opponents. If contact is successful, he then charges his Ripple and brings his fist down on the floored opponent.

Ripple Cutter

The grounded variant of this skill no longer increases the amount of Cutters spawned, instead increasing the damage of the individual Cutters. As such, the skill does significantly more damage if all the Cutters hit. For the aerial variant of the skill, the and versions' Cutters stay more grouped together than they did in All-Star Battle, leaving less delay between hits. Additionally, the version of both variants no longer deal extra hits on contact.
Sendo Wave Kick

The and variants now deal extra hits. If the opponent blocks the attack, Zeppeli now rebounds backwards which can then be canceled into either "Spirit Ripple Overdrive" or "Low Contact Ripple Guard".
Sunlight Yellow Overdrive

The , , and variants are no longer a hit grab, instead being a regular High, meaning that the camera does not zoom in for the animation and the attack does not register as a throw. The start-up is also longest on the variant rather than the variant.
Tornado Overdrive

The , , and variants now have an extra Low hit at the end that knocks the opponent into the air when connected as opposed to only the variant having it. This change also affects the variant as the second hit now launches the opponent rather than knocking them to the ground. Additionally, the skill has been changed from a Middle to a High attack.

Zeppeli's first ten Taunt and Victory Lines are included in his Taunt and Victory Poses respectively, with two lines per pose; the first two poses of each type are unlocked by default, while the other three of each must be purchased for 450 G each. The remaining lines of both types can be purchased as a single set for 300 G. His Tag Lines can be purchased as a set for 140 G, excluding "The ode to humanity is an ode to courage! Courage is humanity's very lifeblood!", which is unlocked by default.

Special Interactions
When hit by Giorno Giovanna's Heart Heat Attack, Zeppeli will close his eyes and grit his teeth in pain, as he does when remembering the fate of his archaeological team.[3]
When hit by Enrico Pucci's "It's an illusion." skill, Zeppeli will sneeze, referencing his habit of shaking too much pepper onto his food.[4]
The player's Heart Heat Gauge only fills by using "Ripple Breathing." The player's attack power is increased.
