Will A. Zeppeli (ウィル・(アントニオ)・ツェペリ Wiru Antonio Tseperi) was confirmed for All-Star Battle R in the game's initial announcement trailer.[1]

His moveset is fundamentally the same as his from All-Star Battle, with a few tweaks being made to both balance the character and fit him into the overall gameplay changes that All-Star Battle R brought.

Zeppeli's voice actor, Yoku Shioya reprises his role from the Phantom Blood anime and previous game, All-Star Battle. All of his voicelines were re-recorded and include new pieces of dialogue.

Gameplay

Zeppeli has 950 health and uses the Ripple (波紋 Hamōn) Battle Style. During a fight, he can use several different attacks that were featured in Phantom Blood.

Zeppeli breathes out to produce the Ripple, charging his Heart Heat Gauge.

There are 5 different poses Zeppeli can strike while using this technique, all being the same as his Stylish Evade poses.

Spirit Ripple Overdrive (生命磁気への波紋疾走 Seimei jiki e no hamon shissō)
ASBDPad6.png + ASBS.png (Hold ASBS.png for distance at the cost of HH Gauge) IN AIR OK

Zeppeli creates a glider out of foliage to glide upon. It uses 0.1 bars of the Heart Heat Gauge on activation, and will gradually drain it further the longer ASBS.png is held, allowing Zeppeli to glide for longer. This move can be cancelled at any time to lead into other moves.

Low Contact Ripple Guard (当たる面積を最小にして波紋防御 Ataru menseki o saishō ni shite hamon bōgyo)
ASBDPad4.png + ASBS.png (Hold ASBS.png for distance at the cost of HH Gauge) IN AIR OK

Zeppeli performs this special defensive move in mid-air. Holding ASBS.png will keep Zeppeli defending for longer but while draining the Heart Heat Gauge gradually. This technique guards unblockable attacks and renders Guardbreaks ineffective. It can be cancelled at any time to lead into other moves.

Zoom Punch (ズームパンチ Zūmu Panchi)

Zeppeli hyperextends his arm to punch forward, temporarily dislocating it.

Seated Leap (座ったままの姿勢での跳躍 Suwatta mama no shisei de no chōyaku)
After quickly pressing ASBDPad1.png/ASBDPad2.png/ASBDPad3.png, press ASBDPad7.png/ASBDPad8.png/ASBDPad9.png ON GROUND

Zeppeli quickly jumps high into the air from a seated position, being able to move left, right or straight up.

Rumble Mode (ゴゴゴモード Gogogo Mōdo)
Activates under 30% health.

Increases Zeppeli's attack damage by 5%, as well as the rate at which the Heart Heat Gauge rises, while also decreasing the rate at which the Guard Gauge drops.

Zeppeli's theme is ASBR Music.png Zeppeli the Eccentric (奇人ツェペリ Kijin Zepperi), and can be unlocked in-game by attacking from the "He bent backwards!" skill as Wamuu in the All-Star Battle Mode's Wamuu vs Zeppeli Extra Battle.

Its name is taken from the title of the story arc Zeppeli first appears in, Jack the Ripper and Zeppeli the Strange.

A character from Part 1: Phantom Blood; Jonathan's Ripple instructor. He trained in Tibet and has acquired a variety of Ripple techniques. He passes on his skills to Jonathan in order to defeat Dio. Fatally wounded after fighting Tarkus, he transfers his life force to his pupil via Deep Pass Overdrive.[3]
