Narciso Anasui (ナルシソ・アナスイ, Narushiso Anasui) was confirmed for All-Star Battle R during the game's initial announcement trailer.[1]
His moveset is fundamentally the same as his from All-Star Battle, with a few tweaks being made to both balance the character and fit him into the overall gameplay tweaks that All-Star Battle R brought.
In the English localization of All-Star Battle R, Anasui's name is localized as "Narciso Anastasia", carried on from its first official usage in the Stone Ocean anime adaptation. However, in the French localization of the game, he is localized as "Narcisso Annasui". Additionally, his Stand, Diver Down, is localized as "Diver Drive", which is carried on from its first official usage in All-Star Battle.
Replacing Anasui's previous voice actor, Yuichi Nakamura, is Daisuke Namikawa, who voices Anasui in the Stone Ocean anime. Because of this, and like the majority of the game's roster, voicelines for Anasui were either added or re-recorded.
Anasui has 950 health and uses the Stand (スタンド, Sutando) Battle Style, fighting foes with Diver Down. During a fight, he can use several different attacks that were featured in Stone Ocean.

Expending half of a stock of the Heart Heat Gauge, Anasui summons Diver Down to punch the ground, storing the energy in a visible spot as a trap. If the opponent steps on it, they'll be knocked into the air. If they are hit with Diver Down's initial punch, they will crumple to the ground, ensuring that they will activate the trap. If the or variants are used, Diver Down will move forward a short distance to increase the range of this attack. The distance Diver Down moves and amount of damage dealt increases in order, but the greater the increase, the more vulnerable Anasui becomes. The attack can be charged to increase its damage and the upward distance the opponent is launched. (Comboable)
Anasui summons Diver Down to stab at an upward angle with its hand. This functions as a reversal and anti-air attack. If the or variant hits, the opponent will be launched into the air. If the variant hits and Anasui is close enough, Diver Down will enter the opponent, attack them from the inside, then phases out of their body above them to deliver another punch that knocks them to the ground. Otherwise, they will launched away like with the other variants. The number of hits increases in order, but the greater the increase, the more vulnerable Anasui becomes.
A command Throw. Anasui summons Diver Down to fly forward with its arm outstretched. If it connects, Diver Down rearranges the structure of the opponent's legs into a spring and delivers a downward punch that sends them bouncing extremely high into the air. The distance Diver Down travels increases in order, but the greater the increase, the more vulnerable Anasui becomes. (Comboable)

Light (): Diver Down pops its upper body out of the ground to punch the opponent's legs, knocking them to the ground in a hard knockdown.
Medium (): Diver Down leaps out of the ground to deliver a downward punch that bounces the opponent off the ground. (Comboable)
Heavy (): Diver Down flies out of the ground a set distance away from Anasui to deliver an advancing barrage of punches, knocking the opponent into the air on the final hit. Diver Down will automatically aim its attack towards the opponent; If they are caught between Anasui and DD's point of reappearance, DD will punch in the other direction and attack from behind, pushing them towards Anasui. DD will not perform its barrage unless the first hit either connects with the opponent or is blocked. (Flash Cancel comboable)
While in mid-air, Diver Down moves down at an angle to swing its fist downward, knocking the opponent to the ground hard enough for them to bounce. The distance Diver Down moves and the damage dealt increases in order, but the greater the range, the more vulnerable Anasui becomes. Performing this skill causes Anasui to perform a small hop backwards while Diver Down attacks. This is a Stand Rush skill that Anasui can disconnect from to freely act while it is executing.

Diver Down rapidly punches the ground before it and Anasui stomp on the same spot. Diver Down then sinks into the ground. The energy stored in that spot on the floor is then released in a barrage of uppercuts. If it connects, it sends the opponent flying backward. Diver Down then reappears behind the airborne opponent and delivers a second rush of punches, knocking them back towards Anasui and leaving them at his feet.
This HHA can be delayed for a few seconds with a held input.

Anasui tells the opponent he'll dispose of them as he sends Diver Down sinking into the ground. Diver Down then reappears directly in front of the opponent to lunge at them, homing in on their location regardless of range or orientation.
If the attack connects, Diver Down dives into their body, leaving them confused. The opponent is then ruthlessly battered internally with a vicious series of punches and kicks in all directions. They are slowly flung into the air by the force of Diver Down's attacks whilst Anasui expresses his Stand's potential to kill them from the inside-out. As he finishes speaking, Diver Down ends the assault with a powerful kick that is delivered with enough strength to pierce through the target's back and send them flying. It then phases out of their body and returns to Anasui.

Anasui will then dismiss his Stand and pose before jumping back off-screen.

A one-stock assist. Anasui jumps into the opponent as Diver Down punches down at them, knocking them away. He then dismisses his Stand and poses before jumping back off-screen.
Anasui moves a significantly farther distance than he did in All-Star Battle since he no longer actually moves back when he steps back into his neutral position.

The vertical hitbox has been extended, making it easier to hit aerial opponents and use this normal in juggles now.

This attack no longer stops Anasui's momentum, making it easier to use in combos. However, this makes it impossible to land all three punches on a grounded opponent now.

Furthermore, the trap now causes a hard knockdown instead of a soft knockdown. Additionally, Diver Down now moves forward a short distance before attacking when the or variants are used.

Only the variant is a hitgrab now, as the and variants only have Diver Down perform its initial attack. This initial attack launches the opponent for those variants now instead. The variant also has the chance to not even activate the grab part of the attack if the attack connects too far away, in which case the opponent will be launched away by the single hit just like with the other variants. The damage of this skill is also significantly higher than it was in All-Star Battle, with the damage increasing as the strength of the button inputted does now rather than staying the same across variants.

Diver Down now moves an increasing (depending on the attack button inputted) distance away from Anasui to deliver its punch, giving this attack much more range. Instead of stopping Anasui's momentum entirely, when using this skill, Anasui performs a small hop back, causing him to fall to the ground while Diver Down attacks. These two things combined result in Diver Down returning to Anasui on the ground rather than in the air. Furthermore, the variant now causes a groundbounce like the other variants instead of basic hitstun.

Anasui's theme is His Name is Anasui (その名はアナスイ, Sono Na wa Anasui), and can be unlocked in-game by landing the "Meat and Bone Suspension" skill in All-Star Battle Mode's Anasui vs Jotaro Kujo (Part 4) Extra Battle.
Its name is taken from the name of Chapter 59 of Stone Ocean where Anasui's backstory is detailed, "His Name Is Anasui".
An ally in Part 6: Stone Ocean. He is the user of the StandDiver Down. He has eyes only for Jolyne, whom he wishes to marry. At first, he is cruel to everyone besides her, but he softens over time. He and Weather Report follow Jolyne and her friends after they escape.
User of the Stand Diver Drive. He wants to marry Jolyne. At first, he is cruel to everyone but her, but softens over time. Hearing about Jolyne's escape from prison, he forces Weather Forecast to help him find her.
Narciso Anasui's Stand. It can store energy from attacks such as kicks or punches anywhere, allowing it to be unleashed at will. It can also dive inside living or non-living things and alter or disassemble them from the inside.
