Funny Valentine (ファニー・ヴァレンタイン, Fanī Varentain) was confirmed to return for All-Star Battle R during the game's initial announcement trailer.[1]
His moveset is fundamentally the same as his from All-Star Battle, with a few tweaks being made to both balance the character and fit him into the overall gameplay tweaks that All-Star Battle R brought.
In the English versions of All-Star Battle R, Valentine's Stand, Dirty Deeds Done Dirt Cheap, is localized as "Filthy acts, at a reasonable price". However, this title only appears in the character's Great Heat Attack and default match entrance quote. All other appearances of the Stand's name simply use its abbreviated title, D4C.[2]
As Valentine's voice actor since All-Star Battle, Yasuyuki Kase reprises his role in All-Star Battle R as well. As with the majority of the game's roster, voicelines for Valentine were either added or re-recorded.
Funny Valentine has 900 health and uses the Stand (スタンド, Sutando) Battle Style, fighting foes with Dirty Deeds Done Dirt Cheap (いともたやすく行われるえげつない行為, Itomo Tayasuku Okonawareru Egetsunai Kōi).[a] During a fight, he can use several different attacks of his that were featured in Steel Ball Run.

If Valentine is low on health and has activated Rumble Mode, then it and its boons will persist into his transition, resulting in him at full health with Rumble Mode engaged. The drawback of this ability, however, is that Valentine will drop all of the Holy Corpse parts and his Heart Heat Gauge will be disabled for the rest of the match. The three stocks of Heart Heat are also immediately consumed upon attempting this skill regardless if Valentine succeeds or not, rendering it a heavy loss if he is interrupted. If struck by Kosaku's GHA, Bites the Dust, after having used this skill successfully, Valentine's HHG will be restored once time has looped backward.

When in possession of all three Holy Corpse parts, D4C -Love Train- generates a barrier of light from the ground around Valentine, making him invincible to all non-HHA/GHA projectiles and traps. However, if in hitstun, Valentine will still be susceptible to these attacks, meaning that if they are used mid-combo, they will still deal their intended effects. The performance of some skills in Stand Mode will also be enhanced, and Valentine's defense will be further increased, resulting in him taking 25% percent less damage (15% more than the damage reduction granted from possessing 2 Holy Corpse parts). The window in which he can Stylish Evade will be extended during this time.
Rumble Mode (ゴゴゴモード, Gogogo Mōdo)
Activates when under 30% health
This mode is automatically activated once Valentine falls below 30% health. It increases his attack power, as well as the rate at which the Heart Heat Gauge rises, while also decreasing the rate at which the Guard Gauge drops.

Valentine draws his gun and rapidly fires a number of bullets before throwing the gun away. The number of the bullets and therefore damage increases in order, but the more bullets, the more vulnerable Valentine becomes. The bullets will miss against crouching (unless they have their Stand summoned or are on their horse) and shorter opponents entirely. (Flash Cancel comboable)
Valentine twirls an American flag around himself as another Valentine comes out from behind it, delivering a flying dive kick that causes a groundbounce if it connects. The other Valentine then disappears using his own flag. The distance away from Valentine that the alternate version emerges increases in order. This skill functions as a short-ranged projectile attack and anti-air. If Valentine is hit after casting this move, the alternate Valentine will still appear and complete his attack, allowing this skill to also function as a sort of combobreaker. Because the version has the alternate Valentine appear behind Valentine, this version of the skill can catch cross-ups. (Comboable)

A special movement technique where Valentine throws a flag into the air, wrapping himself inside of it and disappearing. He then reappears from the flag as it floats around. Valentine is completely invincible from the start of the jump until right before he reappears. Valentine's reappearance can be delayed by holding the inputted attack button. Valentine's jump trajectory is determined by the attack button inputted:
Light (): Valentine jumps straight up.
Medium (): Valentine jumps diagonally up and forward.
Heavy (): Valentine jumps diagonally up and backward.
If Valentine is knocked down with a non-HHA/GHA, he can enact this skill at the cost of one bar of the Heart Heat Gauge, which is particularly useful for holding onto the Holy Corpse part he would normally lose in that situation. If an opponent is in the air during a combo, this skill will continue to juggle them. (Comboable when hitting a previously launched opponent)

If hit with a non-Throw/Heart Heat Attack/Great Heat Attack, Valentine grabs the opponent and falls backward, using the opponent and the floor to disappear into another dimension while the opponent instead hits the ground and takes damage. Valentine then reappears from the ground behind the downed opponent. He will always end up on the opposite side of the opponent from where the counter was triggered. The recovery decreases in order, but the speed of the startup will also decrease.

The distance D4C travels and number of hits increase in order, but the greater the increase, the more vulnerable Valentine becomes. D4C shifts forward and attacks. D4C will always perform a two-hitting chop, but the follow-up attacks vary based on the attack button inputted. This attack is a Stand Rush-compatible skill that Valentine can disconnect from to freely act while it's executing. (Flash Cancel comboable)
Light (): D4C only performs the initial downward swinging chop.
Medium (): D4C moves into the air to perform a follow-up overhead chop, causing the opponent to crumple to the ground. While the two attacks do not normally combo into each other, they can be made to if the skill is Stand Rushed at the right time after the first hit. They can also combo if the opponent has been launched previously, though the second hit will knock opponents to the ground.
Heavy (): D4C moves forward even more to perform a follow-up low kick that launches the opponent into the air. The two attacks do not combo into each other. However, if used in a combo where the opponent has already been launched, these hits will juggle opponents, though the hits are still not guaranteed to combo into one another without being Stand Rushed with proper timing.
During D4C -Love Train-, the and variants have a slightly faster startup.
Valentine pulls out and tosses a flag into the air before D4C slams it down to the ground. If the last hit connects, the opponent will disappear under the flag with Menger Sponges flying out from under it. Valentine and D4C will then strike a pose as the opponent is launched into a hard knockdown. The damage increases in order, but the higher damage, the more vulnerable Valentine will become. The second hit of this skill can hit downed opponents, but only if they have not been downed by this skill previously. Damage is increased if D4C -Love Train- is active.

Valentine has D4C grab the opponent, throwing them high into the air with one hand and jabbing them in the torso with the other as they fall. It then throws them away afterward.

He will return from the ground with two extra Valentines as the three proceed to beat the downed opponent. D4C finally throws the opponent into the air and in unison, all three Valentines uppercut them, sending them flying. The two extra Valentines then return to their dimensions.

Valentine pulls out a large flag and blankets it forward as he declares the attack something the opponent should be honored to receive. If the opponent is caught, they are draped over by the flag and Valentine jumps under in pursuit shortly afterward. The two are pulled into a parallel dimension, interrupting the battle between their parallel world counterparts as the camera view is upside-down. Valentine poses with his welcoming doppelganger as the camera reorients itself, while the opponent is forcibly pulled and slammed into their counterpart, resulting in them violently disintegrating into a shower of Menger Sponges as per the rules of D4C.
A two-stock assist. Valentine jumps in and covers himself with an American flag, creating a new Valentine clone that flies towards the opponent with a leg out for a kick. Valentine then poses before jumping back and covering himself with an American flag, disappearing into it.

The second attack for both of these variants also executes faster than they did in All-Star Battle, making it slightly more difficult to react to them. However, while D4C -Love Train- is active, the decrease in startup speed of these variants is lesser, resulting in them actually executing slower now. For the variant, D4C also moves farther forward for the second hit.

There is now a hitbox on the first part of the attack where Valentine tosses the flag into the air, allowing Valentine to deal an extra hit that damages the opponent and knocks them into the air. This also makes the skill more difficult to react to as this essentially decreases the startup. Furthermore, this skill can now hit downed opponents. While D4C -Love Train- is active, this skill now deals significantly more damage rather than turning into a Middle attack.
General Changes
Unlike every other character in the game, Valentine's walk speed while in Stand Mode has been noticeably decreased instead of increased. Because his animation speed has not changed, it results in him looking like he's walking in place.
Outside of All-Star Battle Mode, Funny Valentine has unique interaction dialogue for both his match entrances and victories when facing certain characters.
Valentine starts with three Corpse Parts. The opponent's Heart Heat Gauge continuously refills. The player's attack power is decreased.

Valentine's theme is All For Justice (全てが『正義』だ, Subete ga "Seigi" da), and can be unlocked in-game by landing the "Feast your eyes on my Ripple!" skill as Kars in All-Star Battle Mode's Kars vs Valentine Extra Battle.
Its name is in reference to Valentine's last words before he has a shootout with Johnny Joestar and dies in Chapter 89 of Steel Ball Run, his last words being "My heart and actions are utterly pure…! Everything I do is for justice!"
The 23rd president of the United States, and the main antagonist of Part 7: Steel Ball Run. He successfully defeats Dio, Hot Pants, and Gyro before Johnny Joestar's complete Golden Spin overwhelms him, forcing him to surrender. He then tries to win Johnny's favor by appealing to his patriotism, but the jockey sees his true intentions and finishes him with a nail bullet.
The 23rd President of the USA, who successfully defeats Dio, Hot Pants, and Gyro and company. However, Johnny's perfected nail bullets overwhelm him. He tries to use patriotism to win Johnny over, but fails and is killed.
