For example, he is aware of which locations in Hokkaido, Japan produce the highest-quality kombu, and he claims that he only rides in Rolls-Royce cars with the starlight headlining feature when being picked up or dropped off from airports.
Howler is also corrupt and arrogant, even admitting that his own actions of committing land fraud are villainous. He believes he can get whatever he wants with his money, declaring that he'd purchase all of Hokkaido for the flight attendants and conceitedly thinking that the environment would be protected better if he bought the land, despite wanting the land so he could build as many resorts as he wants. He is condescending toward others, rudely telling Yokohama and the Dolphin Bank employees to leave from his private immigration gate so that he could enter Hawaii. As the leader of the HOWLER company, he is authoritative with his orders and doesn't care about his employees murdering others who get in the way of his wealth.[3]

Allies
- Lulu: Howler is the boss of Lulu, trusting her to handle the situation with retrieving the Lava Rock back from Jodio Joestar and his allies. He speaks to her affectionately, asking whether she's tired, and referring to her as "Lulu-chan". After she is taken hostage by the group, he tasks his other employees with finding her.
- Bobby Jean: Bobby Jean works for Howler. Although Howler relies on him for handling the elimination of Jodio and the others, he does not trust Bobby with recovering the Lava Rock, explicitly telling Lulu that she has to be the one to find it.
- Key West: Despite not remembering hiring her or her associates, he is shown to trust them enough to task them with investigating Paco Laburantes and retrieving Lulu. When Acca's fear is exposed by Laem Chabang, she encourages him to be "imposing" and to not "fear or cower". Notably, she is shown staying by Acca's side during the investigation.
- Ningbo: Hired by Howler to investigate Bobby Jean's death, he is sent with Laem Chabang to interrogate Meryl Mei Qi.

History
Background

When Acca was a child, there was a sudden change in his family's flow of money due to the Lava Rock's involvement.[3] One day, Acca's grandfather called the boy to his side to watch TV with him. He showed Acca a deed of their land, which he took the opportunity to make to have a legal basis on the ownership of the farmland. Moreover, the grandfather showed Acca the treasure chest in which the family had been keeping precious heirlooms and explained that the heirlooms could be sold off if he's ever in a pinch because they would always return thanks to the pieces of the Lava Rock stored inside next to the items.[5]
At some point, Acca inherits HOWLER, an infrastructure development company founded by his ancestor from seven generations ago, becoming its eighth head.[2] It is Acca who starts HOWLER Company's involvement in the arms industry, though he denies it.[6] Working together with Dolphin Bank, he is given a loan of 30 billion dollars. Howler uses the loan to build a head office building at Honolulu, with 20 billion being used for acquiring other lands on Oahu. Some of it was also used to lease a private jet for tax purposes, following advice he received from the bank. Although Howler claims that the company acts for nature conservation and that he would be setting up systems for managing and utilizing Hualalai's water, he misappropriates public funds for his own purposes, such as for building resorts.[3]
Howler travels to Hokkaido, Japan in his private jet, where he visits an onsen with his flight attendants and purchases the highest-quality kombu dashi.[3]
The JOJOLands
Lulu and Agent Bobby Jean's Orders

On the flight back to Honolulu, Howler fools around with his flight attendants. He has them lie in his lap while he drips different flavors of dashi stock on their tongues. Howler offers to buy all of Hokkaido, Japan for them when he gets the chance, and wants to go to an onsen again with them. One of the women tells him that they'll be preparing to land soon, another tells him to fasten his seatbelt, and the third closes up the zipper on his shorts. After arriving at Honolulu, Howler gives them each goodbye kisses and says that they're all as lovely as flowers.
He is stopped at his private immigration gate by Yokohama and other staff members of Dolphin Bank. Yokohama informs him about Congressman White authorizing the state government to seize his land at Hualalai and that the other congressmen have approved it. Howler is surprised but initially dismissive, thinking Congressman White has no proof against him. Yokohama believes Howler will be accused of falsely claiming to install waterworks to embezzle public tax money. Dolphin Bank demands immediate repayment of his 30 billion dollar loan. Shocked by this betrayal, Howler argues that he only borrowed the money on the bank's advice. Despite this, Yokohama declares Howler's impending bankruptcy, insisting on repayment in cash or land. The bank staff drive away, leaving Howler stunned.
Howler then calls someone at his company, informing them of his return to the head office and urgently requests to find Bobby Jean. He suspects the situation might be related to the Lava Rock. Howler eventually manages to call Bobby Jean, who hands the phone to Lulu. Howler tells Lulu that this call is for her ears only. He instructs her to recover the Lava Rock from their targets and help Bobby eliminate the gang who were interested in HOWLER's land deeds. He emphasizes that she must find the Lava Rock herself and return it to him in person.[3]
Later, Acca Howler is seen tasting presumably dashi stock again in his limousine in the company of a woman. However, the limousine is stuck on the road, surrounded by a mob of protesters. Angry, he threatens to sack his driver and tries to buy the state road to make it a private property. Out of options, he eventually gets out of his cars and confronts the crowd, telling journalists that they are slandering him without proof and even tells to a grieving mother whose son was killed by a weapon made by Howler Company that he did not make any weapon. A woman claiming to be Acca's lawyer separates him from the mob, which allows him to enter his own office building.
On the way to the parking lot, Acca curses at the people who protest against him. He suddenly notices the presence of three individuals standing beside him. They are Key West, a lawyer; Laem Chabang, a police officer; and Ningbo, a firefighter. Their friend Bobby Jean has died, something having shot through his skull. Acca tells them to look for Lulu, who has disappeared from the hospital without a trace, and promises a reward, telling them that their job is just to protect his interests. Despite his bossy demeanor, Laem Chabang sees through Acca thanks to the fear-smelling nematodes she keeps on her glasses and knows that he is afraid in reality. As they leave, the group assures Acca that they will find Lulu and the culprits who are after him, though Key West ominously tells Acca to have no fear, because those who are afraid will eventually lose. Finally, Key West reveals that she has a lead — Bobby Jean's search history reveals that he was researching Paco Laburantes.[1]
The Asset Collection
While resting on his cruiser later, Howler receives the visit of Jodio, Dragona, and Charming Man, who are impersonating Yokohama and other Dolphin Bank employees.[7] Acca brings the group to a room in the lower decks of his yacht to negotiate with them. At first, he tries to bribe the trio with $40,000,000 in cash, but the group persists. Charming Man puts Acca under pressure and argues that Acca is in way more trouble than he lets on because the impending government investigation will completely freeze his source of income on the northern slope of Mt. Hualalai. He presents a plan to exchange a land on O'ahu owned by the bank with the HOWLER Company's own land, pretending that it could protect his assets. However, their conversation is interrupted when everyone sees small pieces of rock scattered over the table, and Acca recognizes that it is from the Lava Rock. Suspicious, he orders Dragona at gunpoint to stand up.[8]

However, Acca does not truly know who has the Lava Rock and he begins to suspect everyone on the boat, including his own men. When "Yokohama" tries to speak up, he holds the banker at gunpoint. Seeing Jodio then whisper into "Pink's" ear, he shoots at them as intimidation, hitting the wall behind them. Even when Key West tries to calm him down, he holds the lawyer at gunpoint momentarily, declaring that he is the one who will be asking questions and threatening to kill anybody who doesn't give him a satisfactory answer. Acca opens up a suitcase to spill the cash out onto the ground and then pushes Dragona onto it, checking to see if the bills would be attracted to the Lava Rock. However, as per Jodio's suggestion, Dragona has been altering the serial numbers on the banknotes to make them worthless so that they would be counterfeit and have no value. Desperate, Acca even physically searches Dragona but finds nothing, as Jodio now holds the Lava Rock in his fist.
Key West then reports that several fireboats are approaching the cruiser. Acca's earlier shots have set fire to the yacht's electrical system. With police boats surrounding them, Charming Man and Jodio pressure Acca further, emphasizing that he's running out of time to protect his assets and must sign the land exchange immediately. Key West protests that he shouldn't sign it.[9]

- In the Ultra Jump release of Chapter 19, he was stated to be the sixth head of HOWLER Company and Latrato was his ancestor from five generations ago. As of Volume 5, he was changed to be the eighth head to coincide with his name "Acca" meaning the letter "H" in Italian, which is the eighth letter.
