HOWLER Company
It is an infrastructure development company led by Acca Howler[2] that owns many plots of lands related to water resources across the state of Hawaii.[1] HOWLER is targeted by Meryl Mei Qi and her team, who aim to steal all their lands.[3]
Summary
HOWLER's logo is stylized with a lower case "h" resembling a wolf howling upward. The company possesses 48 land deeds that are stored within Hawaii's land registry office,[4] owning properties in Oahu, Maui, Kauai, and 300 square kilometers of land on the northern slope of Hualalai. The latter has a market value of $10.6 billion dollars.[5] The sum of their assets is said by Meryl to be worth $50 billion dollars.[6]
Jodio Joestar and his allies become involved with the company upon learning that the Lava Rock comes from HOWLER's property on the slopes of Mount Hualalai, as well as that being the place where Mauka, Charming Man's brother, disappeared under mysterious circumstances.[7][8] It is unknown yet if the members of the company beyond Acca Howler are actually aware of the supernatural properties of this land.
HOWLER is investigated by Congressman White for illegal activities involving the water on their land.[9] These investigations are a popular topic in the media, with the chairman of the company being considered guilty by the general public. Despite HOWLER's claims that they are acting in the name of nature conservation, some believe that the company is involved in money laundering using the land.[10] Although there is no proof of the company's crimes in the public, Howler personally admits to his associates that his actions are villainous, using his wealth to bend land regulations and develop resorts.[2]
HOWLER has been shown to be extremely protective of their land, going so far as to employ Stand users to eliminate individuals who probe too deeply. This includes setting traps on the paper copies of their land deeds with Lulu's Bags Groove,[11] and hiring the investigator Bobby Jean to pursue anyone who opposes them.[12]

History
It is implied that HOWLER Company was founded after Acca Howler or someone in his family obtained a Lava Rock when he was a child, leading to a sudden change in their wealth.[13] At some point, Howler collaborated with Dolphin Bank, which lent him a $38 billion loan for his company. They suggested taking the loan for tax purposes, which he used to build the headquarters in Honolulu and lease a private jet. $20 billion of the funds were used to purchase land on Oahu.[14]
Following Dragona Joestar touching the gang's Lava Rock to all of HOWLER's land deeds, the company faces bankruptcy as Congressman White and other congressmen authorize the state government to seize HOWLER's land on Hualalai. Consequently, Mack and other Dolphin Bank employees confront Howler, demanding repayment of their previous loan.[14] Realizing a Lava Rock must be involved, Howler orders Lulu to retrieve the Lava Rock from Jodio and the others, while also relying on her and Bobby Jean to eliminate them.[15]
