On the March 31st, 1973,[d] Lupin and his partner Daisuke Jigen visit the country of East Doroa disguised as the Ambassador of the Maranda Republibic and his chauffeur. They specifically chose the Ambassador because the Maranda republic and East Doroa have a deal. East Doroa will give the Maranda Republic a special gem known as "The Little Comet" in return for uranium enrichment on the Maranda Republic's part. Prior to the beginning of the film, a famous East Doroan singer known as "Queen Malta" was assassinated during a live performance to promote peace in West Doroa on March 24th, 1973. Due to this, tensions rise in fear of the "Non-Aggression Pact" between East Doroa and West Doroa has been broken.
Lupin and Jigen crossing the border
Disguised as police, they stop the ambassador's vehicle and leave him and his chauffeur unconscious outside on the road. Approaching the border, one of the border guards tries to stop them until his superior informs him it is a foreign diplomat's car. After crossing the border, Lupin reads a newspaper containing the story of Malta's assassination. Lupin critiques West Doroa's assassination on Queen Malta, saying they are trying to start a war with everyone. Jigen simply responds by saying "Who knows what they're thinking." and pities the civilians of East Doroa. Jigen was Queen Malta's bodyguard during the live performance but failed to stop her assassination as he was stopped from doing so by executive producers thinking her having a bodyguard would ruin her public image. Lupin brings up how East Doroa is a veritable utopia, which the most efficient criminal justice system in the world.

Lupin and Jigen reach the embassy of the Maranda Republic. Where they are lead to the Little Comet, While Lupin is discussing the comet and trying to figure out the code to unlock the safe, Jigen is waiting in the car. Guards approach the car leading Jigen to give up on the original plan and try to just escape with the comet. Lupin shoots down the guards of the embassy and shoot the case containing the comet, telling Lupin they should just hurry and go. They jump out of the window and try to run away, they see they are surrounded. The duo heads for the nearby forest, making a successful getaway for the time being. A strange sniper named Yael Okuzaki begins constructing his sniper rifle. Yael was ordered by an unknown client to kill Daisuke Jigen for unknown reasoning. Yael rolls a metal dice determining how many bullets he's supposed to use for both of them, landing on four.

Jigen and Lupin notice a yellow car, Lupin hesitates but Jigen insists. Lupin realizes they're sitting ducks without any vehicle as a getaway, so they rush towards the car. Jigen is shot in the shoulder by Yael since the duo are out in the open, Jigen points out Yael to Lupin. Lupin tries to carry Jigen to the car but Lupin gets shot in the leg. They reach the car and hide behind it, the duo, vulnerable but covered by the car, are saved from Yael.
Yael leaves the duo, knowing he can't reach them
They seethe in pain, as they have been shot with Yael's special made bullets. Yael, realizing they have reached the car and are out of his vision, decides to leave, knowing he can't do anything yet. The duo drive to a safe-house where they spend the night. Where they also treat their injuries and extract the custom bullets, the duo spends the night in a very standard way, drinking a bunch of wine and eating a bunch of food.

The duo, now having treated their wounds, relax after the encounter. While Lupin is handling everything poorly, Jigen looks at the bullet found in their injuries and recognizes it as the same type of bullet that killed Queen Malta. After rethinking the whole event, He comes to a conclusion on why he and Lupin were targeted by a sniper. He deduces that Queen Malta's killer is Yael Okuzaki, a infamous sniper known for preparing tombstones for his victims before killing them. The police reach the neighborhood the duo are spending the night in, Jigen decides to head out to check if he really is Yael's target, heading for the nearest cemetery. Lupin, confused, joins him.

Jigen goes to the nearest cemetery, desperately searching around for his grave, he finds his. The grave, spelling "JIGEN DAISUKE with .357 Magnum DIED 1ST APR 1973 REST IN PEACE" resembles an open book. While Jigen thinks over what he plans to do on how to deal with Yael Okuzaki, Lupin looks at the grave with shock. Lupin asks if Jigen's a ghost, Jigen responds by talking about a rumor about Yael Okuzaki, as the man who prepares gravestones for all his victims. Yael never kills anybody with personal reason, just does whatever his clients order. Queen Malta and Jigen's assassinations were ordered by an unknown client, for unknown reasons. Jigen ends with mentioning there is not much information regarding Yael, as all he has been ordered to kill have died by his hands.
"I just can't let him go. Or do you think I'd lose?"
Lupin takes a parsley flower from the grave, shown to have been placed by Yael. Lupin begins analyzing what it means, as it represents revelry, gratification and victory. Jigen, confused ask what he's talking about. Lupin explains he's analyzing the flower's meaning, ending the sentence mentioning parsley also represents "impending doom". Lupin mentions Yael seems to enjoy his work, Jigen stands up and counts the bullets in his Smith & Wesson Model 19. Lupin asks him if he's going to kill Yael, with Jigen responding "I can't let just him go. Or do you think I'd lose?". Lupin responds to that mentioning none of his targets have ever lived to tell the tale, also mentioning Jigen's injury. Jigen decides to simply answer Lupin's questions with the sentiment "There ain't room in this world for two top tier gunslingers.", Lupin claims he's thinking about Jigen's safety as a sign of friendship. Jigen states he sees Lupin as a business partner and nothing else, which offends Lupin. Jigen leaves and Lupin leaves the parley flower on the ground and decides to also leave.
"You plan on killing me, Daisuke Jigen?"
Lupin approaches Yael Okuzaki's base of operations in an attempt to find Jigen and learn who Okuzaki is. Jigen, knowing Lupin was searching for him, hid behind Lupin all along to try to stop Lupin from preventing himself to duel with Yael. Jigen asks Lupin how he was able to find Yael's hideout, Lupin responds explaining the parsley flower on Jigen's grave was wild grown, identifying it by it's anemone aroma. As anemone isn't very common in East Doroa, Yael's anemone field stuck out like a sore thumb. Jigen, thinking Lupin was there to try to reconcile with him, tells him he is not interested in getting help from Lupin. Lupin responds with his true intentions, to find out who Yael Okuzaki is. Lupin, explains his curious nature and his confusion at the lack of a grave for himself. Jigen brushes aside these comments by claiming "curiosity killed the cat", and raids the hideout with Lupin.
Lupin and Jigen find a monitor of Fujiko naked crying for help
The duo raids the hideout, seeing rooms with Yael's hand-made rifles and special made bullets, long racks of Yael's sinature white suits and a prototype of a robot seen later in the film finished, before the duo get any farther, they hear Fujiko's screams for help. They run towards the screams and find a monitor recording Fujiko's confused cries for help in a dark box. They ask Fujiko if she was targeted by Yael, she responds with confusion. She details how she wanted to a show at a "Gentleman's Club" but got into a sticky situation. Jigen doubts her claims and asks her what she was up to, she tries to get Lupin to pity her so they will rescue her. She succeeds and Lupin plans on saving her.
"You're using your left hand? Very well then. Draw whatever you wish."
Right then, Yael appears. He unplugs the monitor and ask Lupin if he would plan on rolling the dice to test his "you never know until you try" philosophy. Jigen almost pulls out his revolver just for Lupin to stop him telling him it's not the correct time yet. Lupin asks Yael why he has a monitor of Fujiko in his hideout. Yael replies telling him she is no concern to him and he was just doing an operation check on his monitor. Lupin responds claiming he's a failed sniper then, as he gets to close to his victims. Lupin follows these statements up claiming Jigen is unmatched in duels. Yael, offended, tells Lupin he made two mistakes: assuming Yael can only snipe and overestimating Jigen.
Jigen loses in the duel but is spared by Yael
Yael and Jigen get closer, for their duel. Lupin watches on. They pull out their guns incredibly fast, yet Yael outperforms Jigen in speed, deflecting Jigen's gun and knocking his hat off. Jigen, now ashamed at his loss, has his fate be decided by Yael. But before Yael can kill him, Lupin and Jigen escape, Yael decides to spare the two planning on killing them later. They escape to their car and try to get away but are pursued by Yael. Yael, reconsidering his actions, changes his mind and decides on trying to kill the duo again.
"How does it feel to watch your friend die before your very eyes? You only have yourself to blame for going through with such a reckless plan. Now do you realize how powerless you truly are?"
Yael chases them relentlessly into a tunnel, rams them into walls and pulls out a machine gun in his car to try to hit the duo, Lupin uses his shot-thru roof to his advantage by kicking it off, sending it to Yael, disabling his machine gun. The chase extends into the city, where the duo think they lost Yael. But before the duo can go any farther, Yael reappears. Trying to lose him, the duo drive down to the docks. The duo thinks they're safe, just to see Yael is there. Knowing Daisuke Jigen's impending doom, the duo tries to make one last "all or nothing" bet by running towards safety in front of Yael, as while they do have cover being intermodal container, they are still sitting ducks behind it. Jigen points out that he is Yael's target and Lupin is gambling with his life, Lupin tries to re-assure him. It works. The duo run on the count of three, Yael counts four and shoots Daisuke Jigen in the head, killing him. Lupin begins mourning, Yael feels no remorse as he feels Lupin and Jigen desrved it for being so stupid to run out in the open anyway. Him and Lupin argue, Lupin claims he has no soul and is just a tool for East Doroa. Yael leaves while Lupin's guard is down, telling him he isn't his target and therefor he is safe. Lupin looks down at the corpse of Daisuke Jigen, puts his signature hat over his corpse and looks down in sorrow.
Lupin, now in control of the surveillance for the club
Lupin heads for Fujiko's whereabouts at the gentleman's club where she is being tortured by one of Yael's robots. Lupin knocks out the surveillance staff and stops the event claiming he's there to "steal the show". Lupin orders the members of the gentleman's club to "exit the building in an orderly fashion", which they do. Lupin enters the club's main hall, seeing the abomination of a robot used to torture Fujiko. Lupin notes how it's a "hell of a view", in which Fujiko responds telling Lupin to stop looking at her. He mentions his promise but before long, the gentleman club's staff appears to fend off Lupin.

The staff bring out their guns and begin shooting, Lupin takes cover behind a table. Lupin comments on how easy it would be if Jigen was there with him, which Jigen is not, since he is deceased. Lupin shoots down two of the gunned staff members. One of the staff member's almost shoots Fujiko Mine, but luckily miss. These shots however, cause her glass torture chamber to crumble to pieces. Fujiko, amongst the chaos, somehow escapes out of sight. While the gentleman's club's second in command is sent to fight Lupin, the head of the club checks the status of a book called the Calamity Files, stored in the club for safety. The head of the club sees it's vanished as Fujiko has already taken it and is making her getaway.

While Lupin is being brutally pummeled by the second in command of the club, Fujiko takes a motorcycle and begins speeding away. Lupin is thrown to the outside of the club, where he is continually getting pummeled against the pavements. Luckily, while Fujiko speeds away, she accidentally hits the second in command with her motorcycle, also allowing Lupin an escape. The pair, together on a motorcycle, drive towards safety. Lupin steals the calamity files off of Fujiko without her noticing and he begins reading it after they reach safety.
Queen Malta & Daisuke Jigen
The Calamity Files is revealed to be a book that details every assassination ordered by the East Doroan Government, mostly political. It includes at least 236 assassinations. Some of these assassinations include spies and figures such as Shota Liphsn and Vdimiral Nilen. These figures are all very important people that East Doroa eliminated as they saw them as threats to their government, Fujiko mentions the calamity files might just be "the tip of the iceberg". Some of the Calamity File's content would destoy the entire country if made public to the people. After Fujiko demands Lupin gives the file back, he finds a page regarding Queen Malta and Daisuke Jigen, finally revealing why Jigen was targeted. Daisuke Jigen was targeted due to his affiliation with not only Lupin, but also his knowledge of Malta's assassination.

Fujiko, confused, wonders what Lupin is so sorrowful for. He leads her to Jigen's gravestone and begins pouring alcohol over it. Lupin explains what happened between Jigen and East Doroa to Fujiko, Fujiko asks him what his plan is going to be. Lupin responds by telling her he plans to lure Yael out to avenge Jigen. The Final Showdown begins. Lupin Fujiko's assassinations have been ordered by the gentleman's club. Lupin and Fujiko's graves lie side by side with Jigen's. Lupin's grave spells "LUPIN THE THIRD DIED 5ST APR 1973 REST IN PEACE", Fujiko's spells "MINE FUJIKO FOR AILMES FAMME FATALF DIED 6ST APR 1973 REST IN PEACE".

On March 5th, 3 days after Jigen's death, Lupin drives down to a cafe out in the open and orders a coffee. Lupin now covers his bruised eye with an eyepatch, the waiter tries asks Lupin about his injuries before changing the waiter changes his mind and deciding not to. Yael begins constructing his rifle, he rolls his metal dice and rolls a one. He checks the wind to see where he should aim, 2 degrees north-east of Lupin's head. Lupin knows Yael is going to shoot but stays calm and unflinching for an unknown reason. Before Yael shoots, he whispers his final words to Lupin from afar: "You're mine. This is the end, Lupin".
Yael fires. Somehow he misses despite the perfect planning, knowing he normally isn't off-balance. He checks what could've put him off-balance, he sees a gun-wound in his chest. It's revealed Daisuke Jigen is alive, sniping Yael from a longer distance Yael could ever shoot. Jigen shoots Yael again, in the knee. Yael begins panicking, confused as to how Jigen is alive. Jigen claims "Oh, I'm still alive and kicking. That whole in your knee is proof enough". Jigen decides to move to get closer for a rematch.
Lupin reveals how they are even able to communicate with him at that moment and how Yael lost. They reveal Yael's secret, the reason one of his left eye are covered is not because it can't see, in fact it sees better than his right eye, the one he uses to snipe. The secret to East Doroa's efficient criminal justice system is revealed, it's high surveillance. Lupin states he noticed this when both Jigen was shot near instantly with impeccable timing when he was racing for the car and the police were able to anticipate their every move. The statues in East Doroa have cameras inside of them spying on everyone, Yael uses his left eye to see those camera's footage, allowing him to know his surroundings 24/7.
Flashback to Yael connecting the country's surveillance to his left eye
It turns out, Yael connected the video cables to the optic nerves of his right eye. Using a wireless device, he can see anything from any view. This is how Yael could snipe the duo always, even if they were in his blind spot. Lupin reveals he stole a backup eyepatch during the raid, as Yael made one in case he lost his original eyepatch.
The duo, now victorious, seek a rematch
Lupin begins explaining how Jigen is still alive, he tampered with one of Yael's cameras giving it a half-second delay. Yael actually missed Jigen, but Jigen faked his death by using a bullet hit squib. Lupin also reveals who Yael's client is, it's the East Doroan government, as the gentleman's club is just a middleman for it all. The East Doroan government ordered the hit on Queen Malta to justify a war, as West Doroa would be blamed for it all. Yael, accepts death. He asks Daisuke Jigen, who has now reached him, to kill him. Yael drops his rifle into the ocean. Jigen tells Yael he does not believe he can rightfully shoot a defenseless man. Yael says in response if he can be given a moment to change then, Jigen sees no problem with him changing and therefor lets him do so.
Tensions rise as the wind slowly fades...
Now sporting a new, clean white jacket, he and Daisuke Jigen prepare for the rematch. Lupin walks up to the tower Yael was sniping from, he decides to spectate. Lupin does however set up the conditions of the duel, when the wind stills, they shall shoot. As the strong breeze blows but slowly stills, Yael and Daisuke Jigen stare waiting for the wind to once and for all, still. Jigen slightly moves his jacket making his gun easier to reach to equal the playing-field. Lupin watches in curiosity, Yael puts his hand near his gun. The wind slows down, it has stopped.
Yael believes he has won...
The duel happens in a flash, but Yael comes out victorious. Daisuke Jigen's on the ground, in pain, while Yael stands victorious.
Only for truth to kick in

However, he hears a dripping noise and looks down to see blood. In reality, Yael was shot in his arm while Jigen was only scratched in the face. The duel itself happened so fast nobody except Lupin, Yael and Jigen could ever hope to comprehend it. When the two fired their shots, they collided, due to Yael's bullets rubbery and light nature, they were deflected while Jigen's stayed on the same route. The .357 Magnum bullets won because they weighed more, deflecting the bullet which would've hit Jigen's head and also going thru the arm of Yael Okuzaki. With their pride reassured, the duo decide to leave Yael writhing in pain from his injuries, Jigen claiming he is "no longer a gunman". He comes to remember this, as he returns later for revenge. Yael eventually passes out from exhaustion, likely saved by the East Doroan government.

Fujiko, Jigen and Lupin all meet up driving towards the border, planning to leave the country. Jigen and Lupin note how ironic it is that the country with the most efficient criminal justice system, is a hotbed for assassinations. The two ponder why Malta was even killed in the first place, for Fujiko to swiftly answer claiming "everybody loves money". She pulls out what she believes to be the Calamity Files and speeds off. Lupin tries to tell her to spare half of the profits with him, unfortunately it's too late and Fujiko does not hear this nor does she care. Little does Fujiko know the Calamity Files she thought she had was actually a crude replica, as Lupin reveals the real one to Jigen after Jigen notes about how Lupin needs to stop trusting Fujiko so much. Lupin's crude replica features pictures of himself, Jigen and Goemon Ishikawa XIII with small notes about them and childish scribbles over them like adding glasses to Jigen, whiskers to Goemon and hearts to himself. Fujiko did however steal the little comet off Lupin, and decides it's good enough. Lupin and Jigen hang out in their car, the sun sets. It's revealed Jigen sent Queen Malta's calamity file to the media worldwide, not caring if it starts a war, just wanting to bring justice. Knowing this but not caring, the two set the Calamity Files on fire and use the fire to light their cigarettes. They begin smoking, claiming they're just "a thief and a gunman". They throw the Files away and begin laughing.
A radio station begins reporting that "a number of nations have announced to plans to convene a war council in order to discuss the situation in East Doroa", meaning the duo might've caused an worldwide conflict. West and East Doroa have declared war on each other. This whole conflict is heard of when we see a man named Mamo listening to the news broadcast, Mamo takes an interest in Lupin from his actions in East Doroa. This implies a future confrontation between these two.
The Blood Spray of Goemon Ishikawa
Sometime after the events of Jigen's Gravestone,[e] Goemon Ishikawa is faced with an enemy who seeks the death of Lupin.
