Voice Actor: Haruo Yamagishi
He is an agent of the Speedwagon Foundation that accompanies Roses and Suzi Q while they are in Japan. After being told to hold Suzi Q's turtle when they stop at a soba shop, he questions Roses if he told Suzi Q about the severity of Holy's Stand-based sickness. After Roses confesses to not doing so yet, the agent warns that Holy will only live for a few more days if the Joestars cannot defeat DIO and asks Roses if he should be the one to tell Suzi Q the news instead. He also explains to Roses why killing DIO will cure Holy and points out that Suzi Q can't see Stands, but she will be able to see death's shadow looming over her daughter.
His affiliation with the foundation isn't directly mentioned in the anime nor listed in the credits, as he is credited only as Black Suit (黒服, Kurofuku). However, his affiliation is stated on model sheets.

This turtle, affectionally called "Turtle-chan", is Suzi Q's pet. She has it with her when she and Roses visit Japan to see her daughter. When they stop at a soba shop, Suzi Q asks the Speedwagon Foundation agent that is accompanying them to hold her turtle.
