Robert E. O. Speedwagon (ロバート・E・O・スピードワゴン, Robāto Ī Ō Supīdowagon) was confirmed as a playable character alongside Mariah, Pet Shop, and Diego Brando during the Street Date trailer.[1]
His moveset is similar to that of his Eyes of Heaven appearance, with modifications and new aspects added to better fit him in with ASBR's different style of gameplay.
Having voiced Speedwagon since the Phantom Blood anime, Yoji Ueda reprises his role in this game as well. As with the majority of the game's roster, voice lines for Speedwagon were either added or re-recorded.
Gameplay
Not only does Speedwagon fight with his trademark bladed hat and sledgehammer, but also with backup! Thanks to his unique style, "Ogre Street", Speedwagon can swap between the knife-wielding Tattoo and the Kempo Fighter (named The Asian in-game).
To put it simply, "Ogre Street" is a variant of the Stand style, but with a few boons that differentiate it. The first is that Speedwagon can swap between his friends off his + without spending a bar of HH gauge. The other is that if Speedwagon is downed or hit during a command relating to his allies, the allies will still attack, but with the caveat that Tattoo and Kempo Fighter can be hit as well, which can cancel out their command. Such differences turn Speedwagon into a rather safe character, who doesn't need to worry too much about gauge management or fears of getting punished for whiffing or countered when it comes to ally commands.
It must be noted that Speedwagon has one command that doesn't change when switching: "Don't try to bluff, you rich little snot!". This multiple hitting projectile is an incredibly useful move, thanks to the boomerang property of it, the hat will punish those that try to jump it, whilst also being able to be flash combo cancelable.
Tattoo is an offensive "stance." It changes Speedwagon's + into a double hitting launcher and his +// into a downwards swing that bounces the opponent up and can hit them whilst downed. Tattoo's commands are very pressure-heavy and damaging. The first command deals immense guard damage and can easily cause guard breaks; the second command is an anti-air that crumples the opponent, serving as a useful combo breaker or maker for Speedwagon.
Kempo Fighter can be seen as a more defense-oriented "stance." + becomes a roundhouse that is capable of reflecting normal projectiles; +// turns into a short-ranged poke which, on top of his 'fireball,' grants Speedwagon some useful zoning tools. Kempo Fighter's first command is a useful stagger and combo tool, but does little on blocks. The second command is an anti-air as well, but knocks the opponent away rather than crumpling them, adding to the idea of this stance's focus on keeping opponents away.
Though one "stance" deals more damage than the other, both of their anti-airs deal only 45 damage, a pitful amount compared to other anti-airs.
As for Speedwagon's assist, he functions as a basic projectile assist, throwing his saw hat to deal good damage and put the enemy into hitstun. This assist can make him useful for characters lacking zoning tools or those who want a way to start a combo of a ranged assist or a follow-up, But with only one reversal stock, Speedwagon is a risky choice compared to other projectile-based assists like Guido Mista or Gyro Zeppeli, both of whom have two reversal stocks, with the latter having higher damage than Speedwagon.
With a safe playstyle thanks to the properties of Tattoo's and Kempo Master's commands, a universal projectile, access to an offensive and defensive playstyle, and many combo routes at hand, Robert E. O. Speedwagon is a well balanced fighter, despite having less health than most characters in the game.

Speedwagon's first ten Taunt and Victory Lines are included in his Taunt and Victory Poses respectively, with two lines per pose; the first two poses of each type are unlocked by default, while the other three of each must be purchased for 450 G each. Special Interactions
- When hit by Giorno Giovanna's Heart Heat Attack, Speedwagon will close one eye as his mouth hangs open, referencing his reaction to Jonathan's suicidal plan to defeat Dio at the Joestar mansion.[3]
- When hit by Enrico Pucci's "It's an illusion." skill, Speedwagon raises his fists while moving his left elbow unnaturally, referencing his visit to Jonathan's hospital room with his left arm in a sling.[4]
- When summoned as an Assist by Jonathan Joestar ("Mr. Joestar!") or Will Anthonio Zeppeli ("Old man Zeppeli!"), Speedwagon calls out his ally's name.

Speedwagon's theme is The Dastardly Speedwagon (おせっかい焼きのスピードワゴン, Osekkai-yaki no Supīdowagon), and can be unlocked in-game by landing the "Zoom Punch" special as Jonathan Joestar in All-Star Battle Mode's Jonathan vs. Speedwagon Normal Battle.
Its name is taken from Speedwagon's self-proclaimed title during his first confrontation with Dio Brando at the Joestar Mansion.
