Norisuke Higashikata (ヒガシカタ・ノリスケ) is a mysterious Japanese racer appearing in Part VII: Steel Ball Run.
About
Aged 68 from Sendai, Japan, Norisuke Higashikata carries a rifle on his back and has, according to a newspaper article, two navels. His 4-year old horse is named Honoo (Flame) and is a Barbarian Warm Blood. He placed 3rd during the 3rd Stage of the Steel Ball Run race and apparently finished 2nd overall, according to his descendant in Part VIII: Jojolion, who bears the same name. He used the prize money won in the race to start a successful business importing foreign fruit - a business his descendants continue to maintain.

- He shares his hometown with Hirohiko Araki, the author of the manga.
