We police have a duty to protect the safety and justice of public life. So we must perform a precise investigation into any possibility of unlawful activity. Doesn't seem like you've got anything in your ears... Let's see about heeeere?
—Honolulu Police Officer #1, The JOJOLands Chapter 1: Departure

Two unnamed officers from the Honolulu Police Department are tertiary antagonists featured in the ninth part of the JoJo's Bizarre Adventure series, The JOJOLands.

They patrol the roads of Honolulu and pull over Dragona Joestar and Jodio Joestar's pickup truck at Oahu. They later reappear working with the DEA to do a drug bust on Jodio and Paco Laburantes.

Appearance

Both police officers are men with muscular builds and dark police uniforms. The uniform consists of a collared T-shirt with a chest pocket, a walkie-talkie attached to their left shoulders, wristbands, a gun belt with a holster, and pants. Their shirts have the Honolulu Police Department insignia on their chest pocket and shoulder patches. The back of their shirts have "POLICE" centered at the top in large letters.

One of the officers has short, light, side-swept hair that is trimmed a bit on the sides. He is overweight with a double chin, has thick eyebrows, and a horseshoe mustache.

The other officer has short, dark hair in a flattop style that is closely trimmed on the sides and back. He wears dark sunglasses.

Personality

Officer describing his perverse dreams

The two Honolulu police officers are immoral, lack integrity, and have superiority complexes. The one with light-colored hair disregards the concerns of the individuals he's interrogating. He uses his authority to intimidate and manipulate situations to his advantage. For example, when Dragona doesn't want the officer's face to get too close because of health concerns of COVID-19, the officer twists the situation to be an attack on his race because of his fair skin in contrast to Dragona's dark skin. He is extremely perverted, using his routine procedure to pull over vehicles if they suspect unlawful behavior as a pretext for inappropriate behavior. He's quick to impose accusations without substantial evidence, implying theft without proper justification. The officer is also implied to be bisexual, as he gets more aroused upon noticing that Dragona has male genitals and says he dreams about Dragona every night after the incident.[1] Moreover, he is even a pedophile as he describes his intention of wanting to molest Jodio.[2]

The second officer is passive about his partner's behavior, enabling him by not intervening. He turns a blind eye to what his partner is doing, mockingly asking whether his partner will be okay on his own with a chuckle while seeing him assault Dragona. He gets aggressive when Jodio exits the car, immediately pointing his gun at the minor.[1]

History

The JOJOLands

Pulling over Jodio and Dragona

The two officers pull over a pickup truck with loud music playing, questioning the teens inside. The driver, Dragona, is puzzled by the stop, but one officer cites unsteady driving and requests their license and registration. The passenger, Jodio, jokes they might have swerved due to excitement from a Dua Lipa song, eliciting laughter from the teens and disapproval from the cop. Upon questioning, the driver identifies Jodio as their 15-year-old brother, and themselves as 18. When accused of vehicle theft, the driver insists the truck belongs to their parents, and protests how close the cop's face is due to COVID-19 concerns. The cop twists Dragona's words into being a racial issue, suggesting Dragona doesn't want him close because of the color of his skin being white.

Annoyed, the cop forces the driver out of the truck and performs a pat-down, accusing them of having drugs. He starts harassing the driver and puts his hand into their underwear, claiming that women have more hiding places than men. However, as he feels something else there, he realizes that the driver is not simply a woman. After the cop states that he's even more aroused now, Jodio exits from the car and walks toward the officer. As the other officer attempts to intervene, Jodio ignores his warning and fiercely warns the first officer to back off, threatening his life if he doesn't release his older brother. Both officers draw their weapons on Jodio, while his brother protests, reminding them that Jodio is a minor. Jodio's Stand powerfully pins the second officer to the ground with targeted raindrops. Just as the first officer is about to shoot, Dragona uses Smooth Operators to disrupt the officer's vision, sliding his eyes behind his head and spoiling his aim. Jodio then turns the punishing rain onto this officer too, repeatedly stomping on him until Dragona steps in to de-escalate, preventing a lethal outcome. Jodio then takes measures to eliminate any proof of the encounter, incinerating the officers' body cameras and dashboard camera, along with their car, to remove any chance of them being pursued.[1]

Detaining Jodio

A couple of days later, the police officers work with the Drug Enforcement Administration to try catching the boss of the drug gofers. An undercover DEA agent tricks Jodio. As soon as they receive evidence of Jodio selling drugs, the two police officers and several others storm out of an ice cream truck to pin down Jodio and Paco Laburantes. The cop pinning down Jodio asks if Jodio remembers him from before, taunting him by asking how his cute big brother is doing, claiming he's been dreaming of Dragona every night. He threatens to take both brothers to a dark room and molest them. Although Jodio wants to kill them, he figures he'll let them go and simply gets rid of their evidence by using November Rain. The rain makes all the drugs spill out, but doesn't harm the police officers aside from soaking them and slightly crushing holes in their shoes. They all run away in fear from the rain.[2]
