Norisuke Higashikata (ノリスケ・ヒガシカタ) is a mysterious Japanese racer appearing in Part VII: Steel Ball Run.

Aged 68 from Sendai, Japan, he carries a rifle on his back and has, according to a newspaper article, two navels. His 4 year old horse is named Honoo (Flame) and is a Barbarian Warm Blood. He placed 3rd during the 3rd Stage of the Steel Ball Run race.
