Norisuke is a Japanese competitor in the [[Steel Ball Run (Race)|Steel Ball Run race]]. He accumulates significance in ''[[JoJolion]]'' when he is revealed to have established the success of the [[Higashikata Family|Higashikata bloodline]], founding the [[Higashikata Fruit Company]].
