Jotaro Kujo was one of the first four characters announced in All-Star Battle (the others being Gyro Zeppeli, Wamuu, and Joseph Joestar) and the first character to appear in the game's first trailer (aside from Rohan Kishibe, who was meant to draw Jotaro's introduction but was otherwise not yet shown as an in-game fighter).
Most of his attacks are similar to those from the Capcom game, Heritage for the Future. As one of the mass majority of playable characters in the game with the "Stand" Style, Jotaro can turn Star Platinum "on/off", changing movesets, as well as having access to the Stand Rush ability returning from Heritage for the Future, being able to attack in conjunction with his Stand.
This is also the first piece of JoJo media to feature Daisuke Ono as Jotaro's Japanese voice actor, replacing all of his other voices prior. Since this casting decision, Daisuke has remained as Jotaro's voice actor for the anime adaptation, as well as future, related games like Eyes of Heaven and All-Star Battle R.

Jotaro has 1000 HP.
During a fight, he can use several different attacks that were featured in Stardust Crusaders.
Jotaro can summon or dismiss Star Platinum, altering his available abilities.
If Jotaro has a minimum of one and a half stocks of the Heart Heat Gauge, he can use his signature Stand ability "I stopped time...". If the activating three-second animation plays uninterrupted, Jotaro will stop time for 3.4 ~ 6.9 seconds depending on how much of the HHG he has. All animations, including the HHG flame and the countdown on the battle timer, will temporarily cease, and the opponent in frozen in place and completely unable to act. Damage dealt to the opponent that is not a Throw, "My STAND will be the judge!", HHA, or GHA is reduced, but the opponent is otherwise absolutely vulnerable. When the ability ends and time resumes, the opponent will suffer all damage dealt to them at once.
Jotaro may use his HHA or GHA with impunity if he has enough of the HHG left to do so. He is even capable of hitting opponents that were down when the ability was activated, 'resetting' them into a standing position once hit. The ability is best used with normal attacks in mind in order to deal the most damage within the stopped time, as they execute quickly and their damage reduction within stopped time is insubstantial.
If Jotaro's Throw, "My STAND will be the judge!", or GHA is used, time will immediately resume with the HHG drained to zero.
If fighting against DIO or himself, Jotaro can use this ability to move within the other fighter's stopped time, and may even outlast his opponent if their HHG runs out first.
Jotaro is also the only character who can counter DIO's GHA, "It's a road roller!". When the attack hits Jotaro, he will attempt to retaliate with his own "ORAORAORA" barrage. If "I stopped time..." is inputted at any point during the GHA, a special animation will play where DIO is blindsided by Jotaro stopping time and reappearing behind him, before the two clash and break away from each other. While this doesn't negate the full damage of the whole attack, it does negate the damage of the road roller's explosion and also leaves Jotaro and DIO at opposite ends of the battle arena; this makes the GHA deal less than half of its total damage, prevents the attack from KO'ing Jotaro, and resets the battle to a neutral state at the cost of 2 stocks of Jotaro's HHG.

Star Platinum swings downward to knock the opponent to the ground. A command normal that can chain into Jotaro's skills, although due to its knockdown property, it may only successfully do so during "I stopped time...".

Star Platinum is summoned to fly forward a considerable distance and deliver a hook. If the punch connects, Star Platinum will pick the opponent up with one hand and pummel their face with the other before delivering an uppercut to knock them away.
Star Platinum unleashes a barrage of punches. This skill can initiate Rush Mode, and has a follow-up. (Comboable through Puttsun Cancel)

After a lengthy start-up period, Star Platinum explosively extends its fingers out to pierce the opponent in an unblockable attack, knocking them into the air. A Stand Rush skill that Jotaro can disconnect from to attack the opponent while it is executing. (Comboable through Puttsun Cancel)
After a brief start-up period, Star Platinum inhales with great strength to pull the opponent in close, giving Jotaro the advantage and a chance to attack first. This move can be 'blocked' and its stagger effect negated, but the vacuum effect cannot be nullified. A Stand Rush skill that Jotaro can disconnect from to attack the opponent while it is executing. Star Platinum picks the opponent up, before spinning and slamming them into the ground.
Star Platinum delivers its signature flurry of punches in an extended barrage lasting around 2–5 seconds, dependent on whether or not the attack button is rapidly pressed, ending in either a punch that sends the opponent flying (without input), or an uppercut that knocks them high into the air (with successful input). This HHA does not require an initial hit to connect in order to work, and will not stop until it finishes or Jotaro is interrupted.
If done during "I stopped time...", the opponent will fly upward upon time resuming, allowing for Jotaro to follow up.
Jotaro calls Star Platinum to fly at the opponent and deliver a powerful punch. If it connects, they're knocked off their feet before Jotaro immediately stops time. Star Platinum then unleashes an incredible barrage of punches on the defenseless foe before throwing a final body blow, for total of 114 hits. Pointing his finger, Jotaro remarks that the opponent pissed him off, and finally resumes time to let them go flying.
Gameplay Overview
Wielding Star Platinum's incredible power, Jotaro possesses both above-average damage and range, and many of his attacks cover a good distance both in front of him and above while being lengthy in execution. As such, he is one of the easier characters to play and a good starting character for learning Stand Style-specific mechanics such as Stand Rush or Quick Stand-On. His various "ORA, ORA!" punch barrages have wider coverage than other characters' rushes, while Star Finger is an unblockable mid-ranged skill dealing good damage and creating openings to exploit. Even against opponents that can battle at long range, Jotaro can pressure them using "My STAND will be the judge!" and "Beat in a single breath!" to cross the distance and potentially interrupt their own abilities.
Jotaro possesses the formidable ability to stop time and leave the opponent completely at his mercy, allowing him to deal astounding burst damage. Once he has the necessary amount of Heart Heat, simply the threat of it can force his opponent to engage him directly where he is at his strongest, so as to not give him the chance to use it.
Jotaro's weakness is the recovery of many of his special skills to offset his damage and range. Without the ability to Flash Cancel or Stand Rush, merely blocking most of his attacks renders him highly susceptible to punishment. His tall stature, coupled with Star Platinum's own size and position in front of him, also makes Jotaro notably easy to hit with set traps and attacks with large hitboxes, which can prove difficult when trying to maneuver around certain characters' attacks.
Owing to his Stand's inherent simplicity, Jotaro is viewed as very powerful and well-rounded character, and while he may not sport particularly tricky or esoteric abilities or setplay, it's only his raw, blunt power that makes him highly adaptable.
Trivia
Besides most of the characters from Part 3, Jotaro has unique dialogue with characters such as Jolyne and Josuke. Josuke is confused looking at the younger Part 3 Jotaro in the place of the older Part 4 incarnation he recognizes, while Jotaro has no idea who Josuke is. Against Jolyne, Jotaro merely asks if she's a new Stand user (referencing the nature of Part 3 where Jotaro and his friends face off against countless Stand users sent to kill them on their journey). In return, Jolyne shockingly questions how he could have become so young.
