Catch the Rainbow

Catch The Rainbow takes the form of a mask with a rainbow pattern, and allows the user to manipulate rain in various ways, including stopping it in place and walking on it. If someone moves through the rain while its stopped, the victim is penetrated by the droplets like bullets. The user is apparently able to meld with the rain, becoming as intangible as water and nigh invincible. The downside to the ability is that it can only be used when it is raining. Any wounds stopped by using the ability return when it stops raining.
