This is a list of characters from Frank Zappa's hit album, Joe's Garage.
The Central Scrutinizer is the narrator of Joe's Garage Acts I, II & III. He is a Government agent who enforces laws prior to their legalisation.[1] Throughout the album, He narrates the story of Joe, a adolescent boy who's journey towards musical stardom leads him down a road of unsatisfying relationships, giving all his money to a government-assisted and insincere religion, and exploring odd sexual practices with appliances and imprisonment. He is released back into society, it having turned into a dystopia without music, causing Joe to fall into insanity.
Personality
The Central Scrutinizer is very crude man, He is very judgemental of Joe. He is a man who supports government-assisted religion[3] and believes music leads down a slippery slope of sin.[1]
The Central Scrutinizer, despite his crude nature, does pity Joe. He believes Joe's a victim of the "evil force called music", even if he does blame Joe for even trying to pursue musical stardom in the first place. He mocks Joe on multiple occasions, the only time he ever compliments Joe is when he donates all his money to the First Church of Appliantology. When Joe has a mental breakdown and lapses into insanity, The Central Scrutinizer mocks Joe. He even feel the need to pause his presentation because he can't stop laughing at Joe. He does not care about Joe's struggles, stating "Who gives a fuck anyway?".[4] The Central Scrutinizer is very secretive during his presentation, likely due to his job as a government agent.
In the final song of the album, The Central Scrutinizer breaks the 4th wall saying that "Anybody who would buy this record doesn't give a fuck if there's good musicians on it. Because this is a stupid song".[2] He shortly after sings "AND THAT'S THE WAY I LIKE IT!" after, implying The Central Scrutinizer is actually just Zappa. This is also supported by The Central Scrutinizer singing at the end of the album, which was outlawed[5].

- The song titled The Central Scrutinizer, aimed at introducing and getting the audience familiar with him, actually has the same instrumentals as My Guitar Wants To Kill Your Mama, sharing identical chord-progressions.[6]
