The Central Scrutinizer is the narrator of Joe's Garage Acts I, II & III. He is a Government agent who enforces laws prior to their legalisation.[1] Throughout the album, He narrates the story of Joe, a adolescent boy who's journey towards musical fame leads him down a road of unsatisfying relationships, giving all his money to a government-assisted and insincere religion, and exploring odd sexual practices with appliances, is imprisoned and released into a dystopia without music, causing Joe to lasp into insanity.
