Dark Blue Moon

Dark Blue Moon resembles a humanoid with aquatic features. He can spin his webbed feet to form a propeller that is capable of creating a giant whirlpool. It is also able to control sea creatures, as seen when it made barnacles attach to Jotaro. Its user is an assassin of Dio who pretended to be Captain Tennille, the captain of a boat ridden by Jotaro, Kakyoin,  Abdul, Joseph and Polnareff. Its scales act as razors.
