Heaven Plan

The Heaven Plan is a ritual created by DIO in the third part of JoJo's Bizarre Adventure, Stardust Crusaders, and carried out by Enrico Pucci in the sixth part, Stone Ocean. DIO created the Plan in order to bring humanity into a state of being he called "Heaven", where all creatures know their fates and accept them. DIO wrote the Plan in his Diary, which was found and burned by Jotaro Kujo after DIO's defeat at the end of Stardust Crusaders.

The Plan involves forcibly evolving a Stand into one that is capable of bringing about Heaven. The Heaven Plan becomes DIO's and Pucci's main motivation throughout Stardust Crusaders and Stone Ocean.

History

The Heaven Plan was first conceived by DIO at an unknown time, but presumably between the years of 1983 to 1988. These years are the only concrete DIO's reasoning for creating the Plan is likewise largely unknown, and there are very few details about the creation of the Plan that can be learned from the description of the Plan in Stone Ocean or DIO's Diary. Therefore, explaining the creation of the Plan and DIO's personal philosophy surrounding it is left up to speculation.

DIO's Philosophy

It is most likely that DIO created the Plan out of concern for his future. DIO's life had been extremely unpredictable, so it is natural that he would seek a way to dispel the fog surrounding his destiny. DIO wanted to be supremely confident and knowledgeable about his fate, including any future encounters with the Joestars. DIO felt that learning his full fate and accepting it would allow him to reach a state of enlightenment, where all anxiety, worry, and despair would be eradicated. DIO became so dedicated to this notion of Heaven that he would conclude that all humans should partake in Heaven, willing or not. Once all humanity learned their fates and accepted them, DIO felt, their existence would become heightened and perfected.
