It says that those who passed through it are forever change as explained the Booboom family. Johnny obtained his first Corpse Parts from one. It also seemed as if Mountain Tim obtained his Stand power from one.
It later revealed that Devil's Palm were created when Jesus die and a great catastrophe destroy much of the land the land mysterious moves along with the Corpse Part that contains it, giving those who are in it a Stand and even give them the actual Corpse Part.
In Steel Ball Run, along with the Corpse Parts, this random locations are the only way to obtain a Stand.
