I feel like he's just using it to represent he's in control of it and has it with him. Sure, he changes his face a bit, but I wouldn't say that he's a stand himself. Besides, who would be the master then, Tooru? And it seems just too many abilities to be both illusion creating and the karma thingy. Besides, why use such decoy in the first place? Maybe Akefu can merge with his Stand, but I wouldn't say he IS his stand. (The same like Secco isn't his own s...)
