Weather Report (ウェザー・リポート, 天气预报) is a limited character in Path to Nowhere. He was released as a playable character on April 30, 2024.

A mysterious figure who resides in a secret room within the prison. The subject is taciturn and expressionless, but also calm, possessing excellent judgement and insight.

New Exclusive Ultimate "Heavy Weather". Weather Forecast creates a rainbow that makes enemies hallucinate that they have turned into a snail, stunning all enemies on field for 2 seconds, then decreasing their movement speed by (40% / 50% / 60%), lasting for (3 / 4 / 5) seconds. "Heavy Weather" can only be used once per battle.

Stand Attack: Weather Report controls his Stand to attack, each hit dealing (Attack * 77%) Magic Damage.
Poison Dart Frog Rain: Weather Report orders a sweeping hurricane to drop poison dart frogs from the sky, dealing 1 Core Damage to all enemies on field, then all enemies on field will take (Attack * 22%) Magic Damage every 0.5 seconds, lasting for 4 seconds.
Wind Pressure Sweep: Every 8 seconds, Weather Report deals (Attack * 71%) Magic Damage to all enemies in the three grids in front, stacking up to 3 times, losing 1 stack after every use.
Weather Forecast: When the battle begins, Weather Report receives a (Attack * 152%) shield.

Shackles

S1 Sudden Weather Change: Each Normal Attack "Stand Attack" reduces the CD of "Wind Sweep" Passive by 2 seconds.
S2 Shackle Synchronization 1: ATK +5%.
S3 Cloud Seeding: Passive Weather Report generate an additional shield to a nearest allied Sinner.
S4 Emotion Resonance: Ultimate Skill's EP reduced by 5.
S5 Shackle Synchronization 2: ATK +5%.

Ability Summary

The subject's ability is Weather Forecast. The subject's ability takes form in the shape of a humanoid cloud, capable of controlling the weather from a small to large scale. On a small scale, the subject is able to generate heat via friction in the air. On a larger scale, the subject can cause localised rainfall, as well as summon indiscriminate weather attacks such as posion dart frog rain and rainstorms. Within a 1~2M range, the subject is also able to use wind pressure to deliver punches, as well as call down rain and strikes of thunder to inflict tremendous damage.
